دور المجتمع المدني في تفعيل المشاركة السياسية بالجزائر

Abstract

The cultural, economic, social and sports associations have played an important role being contributed to the development of associative movement in Algeria as a whole, which had a primarily role in the development of an informal model of civil society, but the latter has not yet lived up to achieve the role assigned to it to the fullest the face of a Dan role remains marginal in many of the issues and in particular when it comes to political issues in which the role of civil society remains just a formality compared with the leading role of the state in the rules of engagement being the decision maker and the only source of public policy making, limiting the independence of the civil society and makes it subject to political calculations serve the interests of certain groups, and Bdlk Algerian associations remain no more than a means to mobilize the masses and support Albr mg planned and Hedda reflecting the negative role of civil society in political life because of being sidelined by the state and the dominance of the last this topic in its monopoly on making the country's politics and not giving them to highlight its role effectively and bring about desired effect change, and Hedda limits the role of civil society in the process of activating the political participation and the formation of a negative idea to the citizens that this topic regulation is only a tool in the hands of the political system and interface formality destination, including popular opposition absorption, in addition to the community Algerian civil still suffers from internal conflicts, to knead shall framing and rehabilitation associate to civil society organizations with support for the development of its activities and open the way before giving them the possibility of actual participation in public policy for the country-making process and knead given as a primary and booster axis to achieve democracy.إن الجمعيات الثقافية والاقتصادية والاجتماعية والرياضية قد لعبت دورا هاما كونها ساهمت في تطور الحركة الجمعوية في الجزائر ككل ،حيث كان لها الدور بشكل أساسي في بلورة نموذج غير رسمي والمتمثل في المجتمع المدني،غير إن هذا الأخير لم يرق بعد إلى تحقيق الدور المنوط به على أكمل وجه ا دان دوره لا يزال هامشيا في العديد من المسائل و بالأخص إذا ما تعلق الأمر بالمسائل السياسية التي يبقى فيها دور المجتمع المدني شكليا فقط بالمقارنة مع الدور الريادي للدولة في دلك كونها صاحبة القرار و المصدر الوحيد لصنع السياسات العامة مما يحد من استقلالية المجتمع المدني ويجعله يخضع لحسابات سياسية تخدم مصالح فئات معينة ،وبدلك تبقى الجمعيات الجزائرية لا تتعدى كونها وسيلة لحشد الجماهير ودعم البرا مج المخططة وهدا ما يعكس سلبية دور المجتمع المدني في الحياة السياسية بسبب تهميشه من قبل الدولة وهيمنة هده الأخيرة عليه في احتكارها لصنع سياسات البلاد وعدم فتح المجال أمامها لإبراز دورها بشكل فعلي و إحداث التغيير المرجو منها ،وهدا ما يحد من دور المجتمع المدني في عملية تفعيل المشاركة السياسية وتكوين فكرة سلبية لدى المواطنين بان هده التنظيمات ما هي إلا أداة في يد النظام السياسي وواجهة شكلية المقصد منها امتصاص المعارضة الشعبية ،بالإضافة إلى أن المجتمع المدني الجزائري لا يزال يعاني من الصراعات الداخلية ،لدلك وجب تأطير و تأهيل المنتسبين إلى تنظيمات المجتمع المدني مع دعمها من اجل تطوير نشاطها وفتح المجال أمامها بمنحها إمكانية المشاركة الفعلية في عملية صنع السياسة العامة للبلاد ودلك بالنظر إليها على أنها المحور الأساسي والداعم لتحقيق الديمقراطية.
