Abstract: In the aftermath of the events of Charlie Hebdo Magazine, 07/01/2015, which claimed the lives of more than a dozen journalists, this event has clearly reflected the difficulty of relations between the Arab - Islamic world and the secularist Western world. So is there any possibility to establish a balanced relationship between the secular West and what so-called the Dar al-Islam (Islamic land) which based on mutual respect although the differentiation of cultures; religions, values and methods? Through our article we try to review the history of the considerable relations between the Arab - Muslim world and the West, and we attempt to give the factors in order to reach the understanding of the nature and basis of that relation, with a focus on the spheres or stages that clarify these relations, which has been built on the principle of peaceful competition on one hand and armed conflict sometimes between the two civilizations on the other, each of which is striving to the control the world according to the perspective of values, with an emphasis that, if the Arab and Muslim world initially delivers different vision and curriculum ideological, the West, driven by gains superiority on economic, technological and military levels, is no longer a secret intention to impose his approach of values, and considering his lifestyle nominal framework presumably on others, that others must follow. The arrogance of the west and looking forwards to dominate the world may lead the international security peace to risk by obliging and forcing others , particularly Muslims to respond to resist and to maintain their faith and faith-based values.
