الإصــلاح الإداري للجماعـات المحليـة في الدول المغاربيـة

Abstract

تناولت الدراسة موضوع الإصلاح الإداري للجماعات المحلية في الدول المغاربية، وبالضبط في كل من الجزائر، المغرب، تونس، وموريتانيا، وتمحورت إشكالية الدراسة حول واقع وآفاق الإصلاح الإداري للجماعات المحلية في الدول المغاربية المدروسة، حيث حاول الباحث الإجابة عن تساؤلات عديدة تخص مرتكزات إصلاح الجماعات المحلية في الدول المغاربية، واهم التحديات التي تفرضها عملية الإصلاح، وهل استطاعت هذه الإصلاحات أن تحدث نقلة نوعية على مستوى الجماعات المحلية في هذه الدول؟ وما هي أهم المعوقات التي واجهتها؟ وانطلق الباحث من فرضيات مبنية على أن متطلبات إصلاح الجماعات المحلية لا تتوقف على إصلاح التشريعات والقوانين فقط، بل مرتبطة بتطبيق هذه الإصلاحات على ارض الواقع، وان أي إصلاح للجماعات المحلية في الدول المغاربية مرتبط بأبعاد سياسية واقتصادية واجتماعية تخص هذه الدول.

The present study tackled the subject of the administrative reform to the local communities of the Maghreb countries, in particular, Algeria, Morocco, Tunisia and Mauritania. The study problematic revolved around the present state and the highlights of the administrative reform to the local communities in the Maghreb countries being presently studied. Thus, the researcher tried to answer several queries concerning the pillars of reforming the local communities in the Maghreb countries, together with the most prominent (important) challenges which the reforming process sets forth. The question that can be posed now: Have these reforms been able to create a giant step forward at the level of the local communities in those countries, and what were the most prominent obstacles that encountered them? The researcher set off from hypotheses based on the fact that the local communities reform’s requirements do not only hinge on the reforming of legislations and laws, but they also relate to the really tangible application of these reforms. In addition, any reform to the local communities in the Maghreb countries has to do with political, economical and social dimensions regarding these countries.
