dc.description.abstractAdministrative law is based on a set of regulations, issued by the executive authority, which constitute together legal principles applicable to their target audience and must be respected by them, whether they are citizens or guests.These regulations aim to reduce the effects of unexpected emergency situation in the state (the flow of Syrian refugees) and the legal rulemaking that can be tacked to cope with this circumstance. In this article, we give a simple and concise presentation about the theory of necessity in administrative law and its application to host Syrian refugees. We conduct this study through the research about the theory of necessity and its conditions and its effects, and therefore we can indicate how to apply this theory on host Syrian refugees.en_US
