دورالجماعات في المحلية في ترقية الاستثمار المحلي في الجزائر

Abstract

يعد الاستثمار واحدا من أكثر أنماط النشاط الاقتصادي حضورا ومثارا للاهتمام ليس فقط من الدارسين والمهتمين، بل من قبل متخذي القرار السياسي والاقتصادي لما يلعبه من دور مهم في التنمية الاقتصادية في أي دولة من دول العالم. وبالتالي تتمحور هذه الدراسة حول الدور الجديد الذي تلعبه الجماعات المحلية في ترقية الاستثمار خصوصا بعد صدور قانوني البلدية 11/10 والولاية 12/07 من خلال مسح شامل لمختلف الآليات والوسائل التي تزخر بها هذه المجموعات الإقليمية، وهذا في سياق تعميق مسار اللامركزية للمسائل الاقتصادية الحيوية التي تعنى بالاستثمار، من أجل التكفل أكثر بالمواطنين المحليين وتحسين ظروف حياتهم في كافة المجالات وبالتالي تحقيق الأهداف التنموية المرجوة. وعليه قمنا بإعداد دراسة ميدانية لواقع وآفاق الاستثمار بولاية ورقلة كجماعة إقليمية للدولة ، ودائرة إدارية غير ممركزة وذلك للبحث في الآليات الإدارية والسياسية والقانونية التي تمكن المسؤول المحلي من تطبيق السياسة الاستثمارية بنجاعة ،وهذا في ظل الإمكانيات الهائلة التي تزخر بها هذه الولاية خصوصا في المجال الصناعي،بالإضافة إلى الكشف عن مكامن الخلل والتي تعرقل من آداء هذه الجماعات في استحداث مشاريع استثمارية تعود بالفائدة على جميع شرائح المجتمع المحلي Investment is one of the most present patterns of economic activity that remains amatter of concern not only for scholars or people who are interested but by political and economic decision makers to the important role it plays in economic development in any country in the world. There fore, this study focuses on the new role played by local communities in the promation of domestic investment, especially after the issuance of the municipal law 11/10 and the state law 12/07 through a comprehensive survey of the various mechanisms and means by which these groups abound and this is in the context of deepening the process of decentralization of the vital economic issues which is interested in investment in order to ensure more care of the citizen and to improve their living conditions in ell field conse quently / achieving the desired development objactives. This is why , we conducted a field study of the reality and prespects of investment in Ourgla stat as a regiond group of the country , qnd a non centralized administrative department , to discuss the administrative political and legal mechanisms that anable the local authaonties to apply the investment policy effectively. This is in the light of the enormous potential ofc this stat , especially in the industrial field , as weel as trevealng the defects that hinder the performance of these groups in the creation of investment projects of benefit to all segments of the local community
