Sewage and sanitation services have a great importance in the citizens lives because of its impact on their environment, health, life and standard of living. which its absence cause environmental, health and economic crises threatening the state, and with high costs of sewage and sanitation projects from the completion and maintenance of networks and wastewater treatment, and with the decline of the state's ability to fund such projects, It has become an urgent need to involve the private sector to invest in this vital field to contribute to the financing of these projects and provide better services to citizens at affordable prices.
