أثر الإستثمار الأجنبي المباشر والإستثمار المحلي على النمو الإقتصادي دراسة حالة الجزائر للفترة(2011-1990)

Abstract

The aim of this study was to investigate the impact of foreign direct investment and domestic investment on economic growth in Algeria during the period (1990 -2011) in addition, to study the effect of crowding out foreign investment for domestic investment through the analysis of the relationship between the variables, and in order to achieve these goals, times series data were used to cover the period of study, and The model of the vector self-regression (VAR) was applied in the study. The results have showed the absence of the long-term relationship between variables of the model, and the existence of a causal relationship between economic growth and both of the foreign and local investment. Regarding the interoperability impact between investments, results showed that foreign direct investment crowds out domestic investment, and that the effectiveness of the foreign direct investment is greater than the one of the domestic investment on the global domestic outturn in the short term, as the study made several recommendations, including the need for increased attention to the encouragement of investment both types, foreign and domestic, and to reduce the negative effects of crowding, and take the necessary actions to make a complementary relationship between foreign direct investment and domestic investment, the study also recommended to work on improving the investment climate, by working to enhance the efficiency of the legislative sector, and to provide the necessary infrastructure

تهدف هده الدراسة الى إستصقاء أثر الاستثمار الاجنبي المباشر والاستثمار المحلي على النمو الاقتصادي في الجزائر خلال الفترة 1990-2011 إضافة إلى دراسة اثر مزاحمة الاستثمار الأجنبي للإستثمار المحلي من خلال تحليل العلاقة بين المتغيرات ,ولتحقيق هذه الأهداف تم استخدام بيانات لسلاسل زمنية تغطي فترة الدراسة ,وتم تطبيق نمودجالانحدار الذاتي المتجه في الدراسة وقد أظهرت النتائج غياب العلاقة طويلة الأجل بين متغيرات لنمودج ’وعن وجودعلاقة سلبية بين النمو الاقتصادي وكل من الاستثمار الاجنبي والمحلي ,اما فيما يخص الأثر المتداخل بين الإستثمارات ,فاظهرت النتائج أن الاستثمار الأجنبي المباشر يزاحم الاستثمار المحلي ,وان فعالية الإستثمار الأجنبي المباشر أكبر من فعالية الاستثمار المحلي على الناتج المحلي الإجماليفي المدى القصير ,كما قدمت الدراسة عدة توصيات,منها زيادة الإهتمام بتشجيع الاستثمار بنوعيه المحلي والاجنبي,والحد من الاثار السلبية للمزاحمة ,واتخاذ الإجراءات الضرورية لجعل العلاقة بين الإستثمار الأجنبي المباشر والإستثمار المحلي تكاملية كما اوصت الدراسة بالعمل على تحسين المناخ الاستثماري ,من خلال العمل على تعزيز كفاءة القطاع التشريعي,وتوفير البنية التحتية الازمة
