Abstract: | The study examines the civil war in the Republic of South Sudan, including the outbreak of repeated waves of armed violence, cast a shadow over the complex tribal structure of society, threatening community peace (the safe of the community) and obstructing the chances for the peace. This situation has resulted in a total inability of state functions to fulfill its obligations to citizens to provide various services: security, parishioners Health, education, development and others. Even to regional and international partners, border disputes over oil wealth areas with northern Sudan, as well as the refugee problem that worries neighboring countries as famine and malnutrition spread, political differences between power leaders and state modernity did not allow traditional loyalties to go beyond the concept of citizenship. There are many indications that South Sudan is heading towards a failed state model. |
