Abstract: The development of the function of the state, and the growing phenomenon of globalization, through the removal of economic borders between States, and the withdrawal of the state from the market economy, in the economic field. This change has affected the functions of the state, thus turning the state from an intervening state to a control state. Traditional administration, it does not have guarantees of bias and neutrality of economic agents for lack of independence. On this basis, independent administrative authorities have emerged as a new organization in line with the stage of the market economy, since the traditional administration is unable to contain and keep pace with this transformation, due to the inadequacy of traditional means, and the failure to meet the need for economic restraint and protection of freedoms.The idea of seizure came to address the shortcomings of traditional regulatory mechanisms that are incompatible with the state control function, and market volatility.
