الخدمة العمومية في الجزائر بين النصوص القانونية والممارسة

Abstract

تعتبر الخدمة العمومية في الجزائر، من الحاجات الضرورية التي تقوم الدولة بتوفيرها في إطار ممارسة وظائفها. فأصدرت وفقا لذلك العديد من النصوص القانونية تتمشى والتطور الاقتصادي والاجتماعي واحتياجات المواطنين، عن طريق تبني اللامركزية المرفقية، بهدف تقريب الإدارة من الموطن. ومع ذلك، فإن واقع ممارسة الخدمة العمومية اعترضته العديد من التحديات والعراقيل لتحقيق الأهداف المرجوة منها. ولتجاوز هذه التحديات يقتضي منها إعادة تكييف دورها بما يتلاءم أولويات ومتطلبات التنمية، وذلك بتفعيل الآليات المختلفة التي تساهم في تحسين وترقية الخدمة العمومية.

Résumé:: La fonction publique en Algérie est considérée comme l’un des besoins essentiels que l'État fournit dans l'exercice de ses fonctions. En conséquence, l'État a publié plusieurs textes juridiques en adéquation avec le développement économique et social et les besoins des citoyens, et a adopté la décentralisation par service, en vue de rapprocher l’administration du citoyen. Cependant, la réalité de la pratique de la fonction publique a été confrontée à de nombreux défis et obstacles à la réalisation des objectifs souhaités. Pour surmonter ces défis, elle doit réadapter son rôle en fonction des priorités et des exigences du développement, en activant les différents mécanismes qui contribuent à l'amélioration et à la mise à niveau de la fonction publique.

Summary: Public service in Algeria is one of the essential needs that the state provides in the framework of exercising its functions. Therefore, it determined and stated numerous legal texts that dovetail with the economic and the social development as well as the needs of the citizens via adopting decentralization's service, in order to make the administration much closer to the citizen. Nevertheless, the reality of practicing public service had faced several challenges and obstacles to achieve the required goals. In order to overcome these challenges, it is recommended to re-adapt its role to be convenient for the priorities and requirements of development, by activating the various mechanisms that contribute to the improvement and promotion of the public.
