Abstract

الملخص: إن موضوع الهجرة الدولية و بما تنطوي عليه من شبكات معقدة من المحددات و النتائج الديمغرافية و الاجتماعية و السياسية و الاقتصادية انتقلت صدارة الاهتمامات القطرية و الدولية، حيث أصبح موضوع الهجرة في الأعوام القليلة الماضية من المسائل الرئيسية التي تدعو إلى القلق في عدد متزايد من البلدان نتيجة لتفاقم آثارها و تسارع وتيرتها بشكل كبير ما يستدعي دراستها و تحليلها بشكل علمي حتى نتمكن من معرفة أسبابها حتى تسهل سبل معالجتها بطريقة عملية. تنوعت المعالجة الأوروبية لملف الهجرة غير الشرعية على مستوى السياسات الوطنية لأعضاء الإتحاد الأوروبي باعتماد ترسانة قانونية لردع المهاجرين غير الشرعيين عبر التعاون مع دول المصدر في إطار الاتفاقيات الأمنية، تجسد في الشراكة الأورومغاربية. بالرغم من كل المجهودات التي قام بها الإتحاد الأوروبي في مواجهة الظاهرة إلا أنها لم تكن ناجعة، لأن الإتحاد الأوروبي اعتمد على الأساليب الردعية و التدخل السريع في محاربة المهاجرين و ليس إنهاء المشكلة من جذورها...

Résumé: La question des migrations internationales et ses réseaux complexes de déterminants et de conséquences démographiques, sociaux, politiques et économiques sont au premier plan des préoccupations nationales et internationales. Ces dernières années, la question des migrations est devenue l'un des principaux sujets de préoccupation dans un nombre croissant de pays à la suite de Pour exacerber leurs effets et accélérer considérablement leur rythme, ce qui nécessite de les étudier et de les analyser scientifiquement afin que nous puissions connaître leurs causes afin de faciliter les moyens de les traiter de manière pratique.
