Abstract

تبحث هذه الدراسة في حدود تأثير جماعات الضغط في عملية صنع السياسة العامة وذلك بالتطبيق على منظمات أرباب العمل في الدول المغاربية، من خلال البحث في السبل والآليات التي تستخدمها هذه الجماعات في التأثير على دوائر صنع القرار، إلى جانب تحديد طبيعة ذلك الدور وتبيان انعكاساته، والذي تبين من نتائج دراسته أن لمنظمات أرباب الأعمال في دول المغرب العربي دور بارز ومؤثر في عملية صنع السياسات العامة يتجه لخدمة مصالح تلك الجماعات أكثر منه استجابة لمصالح المجتمع. This study examines the limits of the influence of pressure groups in the public policy-making process by applying to employers' organizations in the Maghreb countries, by examining the means and mechanisms that these groups use in influencing decision-making circles, in addition to defining the nature of that role and showing its implications, which The results of his study revealed that business organizations in the Arab Maghreb countries have a prominent and influential role in the public policy-making process that tends to serve the interests of these groups rather than in response to the interests of society
