dc.description.abstractNumerous research papers, theses, and conferences that dealt with the issue of reform and modernization have confirmed the strong link between defending basic rights and improving the quality of judicial work, which can only be guaranteed via means of technology and information. Indeed, this might be one of the reasons that prompted the Algerian lawmaker to issue several texts that aim to strengthen and guarantee detainees rights. These include, but to name few, the Executive Decree No. 05-430 that defines the means of remote communication and its use by detainees; the Executive Decree No. 05-431 that specifies the conditions and modalities for granting social and financial assistance to detained indigent upon release; and Law No. 03-15 on the modernization of justice, As well as Law 18-01 amending and supplementing Law 04-05 that includes organizing prisons and social reintegration of detainees.
