Abstract

من خلال هذا البحث تم التطرق إلى مختلف المفاهيم المتعلقة بالمؤسسات المصغرة والهيئات الداعمة والممولة لها،وتقييم حصيلة نشاطها خلال السنوات الأخيرة من حيث النقائص واقتراح جملة من الحلول،وتهدف هذه الدراسة إلى معرفة أهم محددات تمويل المؤسسات المصغرة و مدى نجاح سياسة الحكومية الجزائرية في دعم وتمويل المؤسسات المصغرة من خلال دراسة الوكالة الوطنية لدعم وتشغيل الشباب بورقلة التي تسعى إلى توفير الدعم لها والمساعدة في توفير احتياجاتها المالية والتقليل من المشاكل التي تواجهها في هذا المجال.وبالاستناد إلى الأسس النظرية و الأبحاث العلمية حول حصيلة الدعم المالي المقدم من قبل الهيئة محل الدراسة،فإنه يمكن القول بأن هذه الأخيرة أداة ذات فعالية في توفير مصادر تمويلية لأصحاب المؤسسات المصغرة، ولقد توصلت هذه الدراسة إلى أن هذه المؤسسات على الرغم من الاهتمام المتزايد بها والدعم المالي الذي تتلقاه من الهيئات الحكومية لازالت تعاني من مشاكل في الجانب التمويلي وذلك نتيجة عدة اسباب لعل أبرزها عدم وجود مرافقة فعلية طيلة السنوات

Through this research, various concepts related to micro-enterprises and the supporting and financing bodies were addressed, and this study aims to know the extent of the success of the Algerian government policy in supporting and financing micro-enterprises by setting specific financing parameters for government support bodies commensurate with the financial specificity of the micro-enterprises, so that the agency seeks National Youth Support and Employment in Ouargla to provide support for micro-enterprises and help them meet their financial needs and reduce the problems they face in this field. Based on the theoretical foundations and scientific research on the outcome of the financial support provided by the body under study, it can be said that the latter is an effective tool in providing financing sources for the owners of small enterprises, and this study concluded that these institutions despite the increased interest in them and financial support What you receive from government agencies is still suffering from problems in the financing side, as a result of several reasons, perhaps the most prominent of which is the incapacitating conditions imposed by the authority on the mini-enterprise and the lack of actual accompaniment throughout the first years of its activity.
