معوقات تطبيق الإدارة الالكترونية دراسة ميدانية بمصلحة تنظم الشؤون العامة ببلدية سيدي خويلد

Abstract

هدفت الدراسة الحالية إلى محاولة التعرف على أهم عقاب تطبيق الإدارة الالكترونية واهم الآليات والميكانيزمات المعتمدة لمواجهتها داخل بلدية سيدي خويلد بولاية ورقلة وقد أجريت الدراسة خلال السنة الجامعية 2019.2020، على مجتمع بحث مكون من 34عامل،كما اعتمدنا على المسح الشامل ،واستخدام استمارة الاستبيان كأداة رئيسية في جمع البيانات الملاحظة كأداة مساعدة واعتمدنا علي المنهج الوصفي ،وبعد جمع البيانات وعرضها وتحليلها ثم توصل إلى النتائج التالية : 1-إن المعوقات الإدارية التي تحول دون التطبيق الفعال للإدارة الالكترونية تعود إلى سوء التسيير ونقص خبرة داخل بلدية سيدي خويلد. 2-إن المعوقات التقنية التي تحول دون التطبيق الفعال للإدارة الالكترونية تعود بسلبا بالنسبة لعمل موظفين داخل البلدية. 3-ان المعوقات البشرية التي تحول دون التطبيق الفعال للإدارة الالكترونية في الدورات التدريبية لأجل تحسين مستوي مهني للموظفين داخل البلدية.

The current study went through attempts to recognize the main obstructs of apply electronic administration and most important accredited mechanics and mechanisms to confront in SidikhouiledOuragla. The study was made in academic year 2019 -2020 upon search community of 34 worker using full scan and questionnaire form as essential tool to gather data and noting as aiding tool .we relied on field research method after gathering data and analyzing it we came up with these results : 1)- Administrative obstructs that prevent effective application of electronic administration will to maladministration and lack of experience in Sidikhouiled . 2) – Technical Obstructs that prevent effective application of electronic managing effects negatively on employee`s function in Sidikhouiled town hall. 3)- Humane obstructs that prevent effective application of electronic administration and training periods in order to improve professional level of employees .
