واقع الإدارة الإلكترونية في مؤسسات الجماعات الإقليمية دراسة ميدانية على عينة من موظفي (بلدية بلدة عمر )

Abstract

لقد حاولنا من خلال هذه الدراسة تسليط الضوء على واقع الإدارة الإلكترونية في مؤسسات الجماعات الإقليمية ، بهدف التعرف ما إذا كان هناك تصور واضح لديهم عن ماهية الإدارة الإلكترونية ، في تسهيل عملهم وكذا التعرف على أهم متطلبات ومعيقات تطبيقها ،وذلك بمقر بلدية بلدة عمر من خلال طرح التساؤل الرئيسي التالي : ما واقع الإدارة الإلكترونية بمقر بلدية بلدة عمر من وجهة نظر موظفيها ؟ وقد تفرعت عنه أسئلة فرعية تتمثل في:  ما مدى توفر متطلبات الإدارة الإلكترونية بمقر بلدية بلدة عمر من وجهة نظر أفراد العينة ؟  ما مدى فاعلية الإدارة الإلكترونية في انجاز الأعمال ، بمقر بلدية بلدة عمر من وجهة نظر أفراد العينة ؟  ما هي صعوبات تطبيق الإدارة الإلكترونية ، بمقر بلدية بلدة عمر من وجهة نظر موظفيها ؟ وقد اعتمدنا في هذه الدراسة على المنهج الوصفي الذي يقوم على وصف الظواهر من خلال شرح وتوضيح المواقف الظاهرية، وقد استعنا في عملية جمع البيانات على إستمارة الإستبيان التى تضمنت أربعة محاور أساسية ، والتي وزعت على 50 موظف إداري من مختلف المصالح الإدارية وبعد التحليل وتفسير النتائج خلصت دراستنا الى مجموعة من النتائج وهي :  توفر متطلبات الإدارة الإلكترونية،بمقر بلدية بلدة عمر بنسبة متوسطة  للإدارة الإلكترونية فعالية كبيرة لدى المبحوثين ، وذلك بتبسيط انجاز الأعمال ونقص التكاليف  تعاني بلدية بلدة عمر من بعض المعيقات، التى تحول دون التطبيق الأمثل للإدارة الإلكترونية وذلك من خلال غياب التخطيط الأمثل ونقص التدريب حول الإدارة الإلكترونية .

Through this study، we tried to make a spot light on the actual electronic administration in the local offices، so as to know what they have any conception about the aquidity of the electronic administration in easing their duties and the possible olistruction which may slaw its application over the town hall offices، this، stand on the principal question : • HOW IS The position if the electronic administration in the toun hall offices of Blidet Amar according to the salff ? It has devated to other sub questions: Is there any satisfaction of electronic administration meeds? How is the efficiency of the electronic administration in the offices according to the staff ? In fact we lased in this study on dexriptine method which aims، to describe the phenomenon through the explanation and clarification of apparent items we got help during gathering the information in filling a form with four principal pivots that have been disbibuted to 50memloers of different offices services . Thereafter the final study has given some results:  There are not enough means to make the electronic administration successful in the town hall of blidat amor  the electronic administration has a great effect all fields tought easing the duties and minimise the cost  The toon hall of blidat amor suffers from many olstruction that make the application of this technic possibl As example the lack of suitable plannings and the training on this operation
