رقمنة الخدمة العمومية ومبدأ قابلية المرفق العمومي للتكيف

Abstract

الملخص : تعتبر الخدمة العمومية أداة المرفق العام التي يستعملها بغية تحقيق هدفه المتمثل في إشباع الحاجات العامة وتحقيق المنفعة العامة للجمهور، غير أن النقائص التي تعرفها الإدارة والتي أثرت بشكل كبير في نوعية الخدمات العمومية والتي عرقلت تحسين علاقة الإدارة بالمواطن، مما استوجب ضرورة إصلاح المرفق العام . في إطار ترشيد عمل المرافق العمومية أدركت الدولة الجزائرية أهمية الحاجة الماسة لتحسين المستمر في مجال الخدمات لتحقيق التطور في جميع المجالات والاستفادة من التقنيات الحديثة خصوصا ما يتعلق بتكنولوجيات المعلومات والاتصالات،بحيث هده التغيرات ادت إلى ظهور مفاهيم جديدة والتي من بينها رقمنة الخدمة العمومية ،فالرقمنة أصبحت ضرورة حتمية فرضت على العديد من المؤسسات في مختلف القطاعات العامة و الخاصة ،ولعل تطبيقها في مجال المؤسسات العمومية الجزائرية اليوم هو الشغل الأساسي المطلوب من اجل العمل على ترقيتها بما يتوافق والتطورات الحاصلة اليوم في مجال التكنولوجيات الحديثة . ان وزارة التعليم العالي من أحد القطاعات التي شهدت تطورا في هياكلها الإدارية و لمواردها البشرية ،ودلك من خلال تحسين الخدمة العمومية المقدمة إلى الطالب الجامعي و هيئة التدريس على حد سواء ودلك من اجل النهوض بالبحث العلمي و تطويره ، ولقد استخلصنا مجموعة نتائج لعل أهمها مواكبة هدا القطاع لتطورات مقارنة بالقطاعات الأخرى ،بحيث توقف هدا الأمر بضرورة زيادة الوعي

Summary : The public service is the general facility, uses to achieve its goals by providing public needs and to achieve their benefits, However the shortcomings which the administration knows, have a greatly affected the quality of public services and that it hindered the improvement of the citizens relationships with administration. Therefore, the general facility must be reformed. The Algerian government knows that need to improve the general service to achieve the development in all areas, using the modern technologies specially the information and communication technology. Digitization has become necessary and imposed on various institutions (the public and the private one) that's why the Algerian government is working to promote it. The ministry of higher education is one of the sectors that has seen is a development in its administrative structures and human resources by improving for university students. In order to advance scientific researchers. This is a set of results that we extracted it seeks to develop other sectors and encourage to use the technology in our daily lives

Sommaire : Le service public est la facilité générale, qu'il utilise pour atteindre ses objectifs en pourvoyant aux besoins du public et pour réaliser leurs bénéfices, cependant les lacunes que l'administration connaît, ont grandement affecté la qualité des services publics et qu'elle a entravé l'amélioration des relations des citoyens avec administration. La facilité générale doit donc être réformée. Le gouvernement algérien sait qu'il faut améliorer le service général pour réaliser le développement dans tous les domaines, en utilisant les technologies modernes, en particulier les technologies de l'information et de la communication. La numérisation est devenue nécessaire et imposée à diverses institutions (publiques et privées) c'est pourquoi le gouvernement algérien s'emploie à la promouvoir. Le ministère de l'enseignement supérieur est l'un des secteurs qui a vu se développer ses structures administratives et ses ressources humaines en s'améliorant pour les étudiants universitaires. Afin de faire progresser les chercheurs scientifiques. C'est un ensemble de résultats dont nous avons extrait qu'il cherche à développer d'autres secteurs et encourage à utiliser la technologie dans notre vie quotidienne.
