دور المجلس الشعبي البلدي في إعداد وتنفيذ المخططالبلدي للتنمية

Abstract

الملخــــــــــــــــــص: سعت هذه الدراسة إلى إبراز الدور الذي تلعبه المجالس الشعبية البلدية في عملية إعداد وتنفيذ المخطط البلدي للتنمية باعتباره أحد الوسائل التي تعتمد عليها البلدية في تجسيد مختلف عمليات التجهيز والانجاز المبرمجة على ترابها تحقيقا لأهداف التنمية المحلية. وقد تمت الدراسة على بلدية ورقلة لتوضيح كيف تساهم هذه المخططات في مجال التنمية في البلدية من أجل تطويرها وتنميتها، ولهذا الغرض تم الاعتماد على دراسة حالة عبر جمع المعلومات وكذا على المقابلة الشخصية. وقد توصلنا في هذه الدراسة إلى أن المجالس الشعبية البلدية تساهم بشكل كبير في عملية إعداد وتنفيذ المخططات البلدية للتنمية والتي لها أهمية بالغة في عملية التنمية لكن تبقى عقبة مرهونة بضعف التمويل المحلي وكذا سيطرة السلطة المركزية في اتخاذ القرار. SUMMARY This study sought to highlight the role played by the heads of the municipal people's councils in the process of preparing and implementing the municipal development plan as one of the means on which the citizen depends in providing his needs, and what he desires to achieve through the suggestions he presents, and thus realizing development in the municipality region .We have projected this study to the municipality of Ouargla to clarify how these plans contributed to the development of the municipality. In this study, we found that the heads of the municipal people’s councils contribute significantly to the process of preparing and implementing municipal plans for development, which are of great importance in the development process, but an obstacle remains dependent on the weakness of local funding as well as the control of the central authority in decision-making. SOMMAIRE Cette étude visait à mettre en évidence le rôle joué par les conseils populaires en cours de préparation et de mise en œuvre du plan de développement municipal comme lun des moyens sur lesquels s’appuie la commune pour concrétiser les différentes opération de transformation et de parachèvement programmées sur son sol afin d’atteindre les objectifs de développement local . Cette étude a été réalisée sur la commune de Ouargla pour préciser comment ces aménagements contribuent au développement de la commune pour son aménagement, A cet effet, une étude de cas a été réalisée en recueillant des information , ainsi qu’un entretien personnel . Dans cette étude , nous avons conclu que les conseils populaires municipaux contribuent de manière significative au processus de préparation et de mise en œuvre des plans municipaux de développement, qui ont l’importance de la langue dans le processus de développement mais cela reste un obstacle dépendant de la faiblesse des financements locaux, ainsi que du contrôle de l’autorité centrale dans la prise de décision .
