الآليات الدولية لمكافحة الهجرة غير الشرعية

Abstract

ملخص الدراسة : الهجرة غير الشرعية من القضايا البارزة و الهامة في الساحة الدولية، حيث باتت بمثابة الهاجس للمجتمع الدولي،الأمر الذي أدى إلى محاولة التصدي لها من خلال الاتفاقيات والمؤسسات الدوليةالمعنية ، تهدف الدراسة لمعرفة مدى فعالية الآليات المذكورة في مكافحة الظاهرة. توصلت الدراسة إلىأن الجهود الدولية لم تكن فعالة في مكافحة الظاهرة بسبب غياب التعاون الدولي مع الدول المصدرة للهجرة ،وثانيا،عدمتبني مقاربة التنمية في دول العالم الثالث و الاكتفاء فقط بالمقاربة الأمنية. .

Résume La migration illégale est une question importante et importante sur la scène internationale, où elle est devenue une obsession pour la communauté internationale, ce qui a conduit à une tentative de l’aborder à travers les conventions et institutions internationales pertinentes, l’étude vise à découvrir. l’efficacité des mécanismes mentionnés dans la lutte contre le phénomène.L’étude a révélé que les efforts internationaux n’ont pas été efficaces pour lutter contre le phénomène en raison de l’absence de coopération internationale avec les pays exportateurs et, deuxièmement, de l’absence d’une approche du développement dans les pays du tiers monde et seulement de l’approche de la sécurité.

Abstract Illegal migration is a prominent and important issue in the international arena, where it has become an obsession for the international community, which has led to an attempt to address it through the relevant international conventions and institutions, the study aims to find out the effectiveness of the mechanisms mentioned in combating the phenomenon.

The study found that international efforts have not been effective in combating the phenomenon due to the lack of international cooperation with exporting countries, and secondly, not adopting a development approach in third world countries and only the security approach .
