dc.description.abstractThe communication and public relations are the interface of organizations and administrations as it is a process for making the image and reputation of organizations internally and externally, and in addition to traditional communication methods, modern technology allows other less costly and effective methods of institutional communication, the most important of it, the digital applications for services and social media, so that the administration that adopts the digital system can exploit these tools in the process of informing their public of all their novelties and services and programs and providing them with the opportunity to participate with their suggestions in the public policy-making process without procedural complications, procrastination or cost. This research aims to know the extent to which social media and modern digital applications can contribute to the communication and public relations process under the electronic management system, by studying the electronic participation and modern communication system in particular and analyzing aspects of the digital public relations process, especially in case of crises, as a contribution from it to its managementen_US
