السياسة و التخطيط اللغوي و أثرهما في عملية إصلاح التربوي وبناء المناهج التعليمية في مرحلة الثانوي انموذجا

Abstract

تقف الدراسة على موضوع مهم من مواضيع اللسانيات التطبيقية إذ يعد التخطيط اللغوي اللبنة الأولى في التعليم قبل وضعه حيز التنفيذ، إذ تسعى الدراسة إلى الوقوف على أهمية التخطيط اللغوي في التعليم أثر ذلك على مناهج تعليم اللغة العربية في المدرسة الجزائرية. ومن هذا المنطلق تسعى الدراسة ألى الإجابة عن الإشكالية التالية: ما أثر السياسة اللغوية والتخطيط اللغوي على واقع تعليم اللغة العربية؟ ويتفرع عن هذا الإشكال الأسئلة التالية: -ما لمقصود بالسياسة اللغوية والتخطيط اللغوي ومالعلاقة بينهما؟ -ما لمقصود بالإصلاح التربوي وماعلاقته بالسياسة اللغوية؟ -ما وظيفة السياسة اللغوي التي تبنتها الجزائر بهدف الإصلاح التربوي؟ وللإجابة عن هذه الأسئلة اعتمدنا المنهج الوصفي التحليلي لملاءمته للدراسة، ليتهيكل البحث وفقا لذلك على جانب نظري يقف على المفاهيم النظرية للدراسة. وجانب تطبيقي تم التطرق فيه إلى السياسة اللغوية في الجزائر وإصلاح مناهج اللغة العربية. وقد وقفت الدراسة على النتائج التالية : -أن السياسة اللغوية هي قرارات تضعها الدولة أما التخطيط اللغوي فهو التطبيق الإجرائي لقرارات الساسة اللغوية ن والعلاقة بينهما علاقة تكاملية. -السياسة اللغوية والتخطيط اللغوي يتم في إطار مؤسسات مخولة وفق خطط منظمة واستراتيجيات فعالة تهدف إلى تحسين التعليم. -يسعى القائمون على التخطيط اللغوي إلى إيجاد حلول للمشاكل والصعوبات تعليم اللغة وفق رؤية مستقبلية.

L'étude porte sur un sujet important de linguistique appliquée, car la planification linguistique est la première pierre angulaire de l'éducation avant d'être mise en pratique. De ce point de vue, l'étude cherche à répondre à la problématique suivante : Quel est l'impact de la politique linguistique et de l'aménagement linguistique sur la réalité de l'enseignement de la langue arabe ? Ce problème découle des questions suivantes : Qu'entend-on par politique linguistique et aménagement linguistique et les relations qui les unissent ? Qu'entend-on par réforme de l'éducation et quelle est sa relation avec la politique linguistique ? Quelle est la fonction de la politique linguistique adoptée par l'Algérie dans le cadre de la réforme de l'éducation ? Pour répondre à ces questions, nous avons adopté l'approche analytique descriptive pour son adéquation à l'étude, pour structurer la recherche en conséquence sur un aspect théorique qui s'appuie sur les concepts théoriques de l'étude. Et un volet appliqué dans lequel la politique linguistique en Algérie et la réforme des curricula de la langue arabe ont été abordées. L'étude s'est appuyée sur les résultats suivants : - La politique linguistique, ce sont les décisions prises par l'État, tandis que la planification linguistique est l'application procédurale des décisions des politiciens linguistiques, et la relation entre elles est complémentaire. La politique linguistique et l'aménagement linguistique sont menés dans le cadre d'institutions autorisées selon des plans organisés et des stratégies efficaces visant à améliorer l'éducation. Les responsables de l'aménagement linguistique cherchent à trouver des solutions aux problèmes et difficultés d'enseignement de la langue selon une vision d'avenir.

The study stands on an important topic of appliedlinguistics, as linguistic planning is the first building block in educationbeforeitis put into practice. Fromthisstandpoint, the studyseeks to answer the followingproblem: Whatis the impact of linguisticpolicy and linguistic planning on the reality of teaching the Arabiclanguage? This problem stems from the following questions: Whatismeant by languagepolicy and language planning and the relationshipbetweenthem? Whatismeant by educationalreform and whatisitsrelationship to languagepolicy? Whatis the function of the languagepolicyadopted by Algeriawith the aim of educationalreform? To answerthese questions, weadopted the analytical descriptive approach for itssuitability for the study, to structure the researchaccordingly on a theoretical aspect that stands on the theoretical concepts of the study. And an applied aspect in which the linguisticpolicy in Algeria and the reform of the Arabiclanguage curricula wereaddressed. The studystood on the followingresults: - The linguisticpolicyis the decisions made by the state, while the linguistic planning is the procedural application of the decisions of the linguisticpoliticians, and the relationshipbetweenthemis a complementary one. Languagepolicy and language planning are carried out within the framework of authorized institutions according to organized plans and effective strategiesaimed at improvingeducation. Those in charge of language planning seek to find solutions to problems and difficulties in teaching the languageaccording to a future vision.
