dc.description.abstractTo adopt a bicameral system or not is subject to multiple justifications and considerations that may be historical, political, constitutional, or even economic and social. Thus, the Algerian constitutional founder chose to implement this system and established the National Assembly as a second chamber, according to the constitutional amendment that took place on November 28, 1996. Which opened the door wide for supporters who tried to defend the second chamber and presented whatever arguments and explanations they saw fit to support their position on the one hand? On the other hand, another trend emerged in the context of opposing this option, stressing that the existence of the National Assembly is nothing more than a political maneuver aimed at circumventing democracy and the popular will, and they reached the point of demanding its abolition.en_US
