دور بطاقة الاداء المتوازن في تقييم الأداء الاستراتيجي للمؤسسات الاقتصادية دراسة ميدانية لمؤسسة موبيليس المديرية الجهوية بورقلة للفترة 2018-2021

Abstract

تهدف الدراسة إلى إبراز دور بطاقة الأداء المتوازن في تقييم الأداء الإستراتيجي للمؤسسات الاقتصادية ولتحقيق ذلك تم الاعتماد على المنهج الوصفي في الجانب النظري وأسلوب دراسة حالة في الجانب التطبيقي وذلك بدراسة حالة مؤسسة موبيليس المديرية الجهوية بورقلة. ولاستطلاع حقائق الإشكالية المدروسة تم استخدام أبعاد بطاقة الأداء المتوازن لتقييم الأداء الإستراتيجي، وبالإستناد إلى جملة من المعطيات التي وفرتها المؤسسة مابين الفترة 2018-2021 أظهرت نتائج الدراسة أن المؤسسة تتمتع بكل المقومات التي تسهل تجسيد بطاقة الاداء المتوازن بغية تحقيق إستراتيجيتها وتقييم أدائها على المدى الطويل و ذلك من خلال :إثبات جميع فرضيات الدراسة ، إستراتيجية المؤسسة التي تكمن في الحصول على الريادة وجذب أكبر عدد من المشتركين ،إعتماد المؤسسة على عدة مؤشرات لتقييم الأداء الإستراتيجي حسب كل مصلحة ،أداء المؤسسة ونجاحها يعتمدبشكل أكبر على بيئتها الداخلية أي ماتملكه وتوظفه من موارد إستراتيجية والطاقة التنظيمية والفكرية (خلق عروض) و استخدام المؤسسة للتكنولوجيا الحديثة في جذب المشتركين من خلال تحسين الشبكة ووضع تقنية الرقابة والتحفيز لتصليح أي عطب وتقليل زمن الانتظار للزبائن بوضع آلة الإنتظار وتسديد الفواتير. كما أظهرت النتائج أن المؤسسة تمارس ثقافة المسؤولية الاجتماعية من خلال تدعيم المبادرات الخيرية والمساهمة الاجتماعية والبيئية إتجاه أصحاب المصلحة وذلك لإكتساب ميزة تنافسية وهذا أدى إلىإضافة البعد الخامس و توسيع دائرة القياس باعتبار المسؤولية الإجتماعية والبيئية جزء لا يتجزأ من إستراتيجية المؤسسة

This study aims to highlight the role of the balanced scorecard in evaluating the strategic performance of economic institutions. To achieve this, the descriptive approach is relied on in the theoretical part, and a case study approach in the applied part, by studying the case of Mobilis Company (the Regional Directorate of Ouargla). To explore the facts of the studied problem, the dimensions of the balanced scorecard is used to evaluate strategic performance, based on a number of data provided by the company during the period 2018-2021 The results of the study show that the company has all the elements, that facilitate the embodiment of the balanced scorecard, in order to achieve its strategy and evaluate its performance in the long term through: the validate all hypotheses Of study,and The company's strategy, which lies in obtaining leadership and attracting more subscribers,and The company's reliance on several indicators to evaluate strategic performance, as each interest in which this evaluation is made, for example, the commercial interest is responsible for evaluating the policy of affiliate offers ,and the company's performance and success depends on its internal environment, that is, the strategic resources it possesses and employs, the organizational and intellectual energy (creating offers),and The company uses modern technology to attract subscribers by improving the network and developing technology for monitoring and stimulation to repair any defect and reduce waiting time for customers by placing a waiting machine and paying bills. The results also show that the company practices a culture of social responsibility by supporting charitable initiatives, social and environmental contribution towards stakeholders in order to gain a competitive advantage. This led to the addition of the fifth dimension and the expansion of the measurement circle, considering social and environmental responsibility an integral part of the organization's strategy.
