Abstract

تناولت دراستنا واقع الإدارة الالكترونية في المؤسسة (دراسة الحالة مؤسسة اتصالات الجزائر -ورقلة-)والتي كانت تهدف من خلالها إلى إزالة الغموض حول واقع ومدى تطبيقها على ارض الواقع .وبناءا عن هذا كله قمنا بطرح الإشكال التالي : ما هو واقع تطبيق الإدارة الالكترونية بالمؤسسة اتصالات الجزائر ورقلة ؟ ولتحليل هذه الإشكالية قسمت إلى تساؤلات فرعية وهي : * ما متطلبات تطبيق الإدارة الالكترونية في مؤسسة اتصالات الجزائر ورقلة ؟ * ما هي درجة تطبيق الإدارة الالكترونية في مؤسسة اتصالات الجزائر ورقلة ؟ * ما معوقات تطبيق الإدارة الالكترونية في مؤسسة اتصالات الجزائر ورقلة ؟ وقسمنا هذه الدراسة إلى إطار منهجي وتطبيقي تهدف هذه الدراسة إلى معرفة ومكانة الإدارة الالكترونية في المؤسسة اتصالات , ولتحليل هذه الدراسة استخدمنا المنهج الوصفي واعتمدنا على العينة العشوائية ولجميع البيانات اعتمدنا على استمارة الاستبيان ، واعتمدنا على الدراسات السابقة والمقاربة النظرية الحتمية التكنولوجيا ، أما في الجانب التطبيقي قمنا بتحليل نتائج الاستبيان في شكل جداول ، وتوصلنا إلى نتائج أهمها : - الإدارة الالكترونية تمثل منهج حديث يقوم على تكنولوجيا المعلومات والاتصالات التي تتميز بخصائص تميزه عن غيرة منالمناهج . - المؤسسة الجزائرية لم تصل إلى الحد الكافي لتطبيق الإدارة الالكترونية بشكل فعلي وفعال . - لابد من توفر المؤسسة الجزائرية على بنية تحتية قوية لسير نحو الإدارة الالكترونية .

Our study dealt with the reality of electronic management in the institution (case study Algeria Telecom Corporation -Ouargla-), through which it aimed to Removing the ambiguity about the reality and the extent of its application on the ground. Based on all this, we put forward the following problems: What is the reality of the application of electronic management in the institution Telecom Algeria Ouargla? To analyze this problem, it was divided into sub-questions: * What are the requirements for the application of electronic management in Algeria Telecom Ouargla? * What is the degree of application of electronic management in Algeria Telecom Ouargla? * What are the obstacles to the application of electronic management in Algeria Telecom and Ouargla? We divided this study into a methodological and applied framework This study aims to know and the status of electronic management in the organization communications, and to analyze this study We used the descriptive approach and relied on the random sample, and for all data we relied on the questionnaire, and we relied on studies precedent and the inevitable theoretical approach to technology. As for the practical side, we analyzed the results of the questionnaire in the form of tables, and we reached the results The most important of them: Electronic management represents a modern curriculum based on information and communication technology, which is characterized by characteristics that distinguish it from other curricula. - The Algerian institution has not reached a sufficient level to apply electronic management effectively and effectively - The Algerian institution must have a strong infrastructure to move towards electronic management
