أثر الرقــــــــــــابة الإدارية على الأداء الوظـــــــــــــــيفي دراسة حالة مؤسسة سوناطراك مديرية العمليات فرع التنقيب ناحية حاسي مسعود" سنة 2023

Abstract

هدفت الدراسة إلى استكشاف أثر نظام الرقابة الإدارية على الأداء الوظيفي في مؤسسة سوناطراك مديرية العمليات فرع التنقيب ناحية حاسي مسعود، كما وما هو البعد من ابعاد الرقابة الإدارية الأكثر تأثير في الأداء الوظيفي. وأجريت الدراسة بطريقة الحصر الجزئي، واستعملت في هذه الدراسة أدوات الاستبانة والمقابلة الشخصية حيث طبقت على كل من الإداريين والعمال العاملين في المؤسسة محل الدراسة، وتم جمع البيانات والمعلومات من خلال استبانة الكترونية صُممت لهذه الغاية إضافة إلى المقابلة الشخصية وقد استخدم الباحث المنهج الوصفي التحليلي لإجراء الدراسة، وتوصلت الدراسة إلى العديد من النتائج من أهمهاوجود علاقة ذات دلالة إحصائية بين الرقابة الإدارية الأداء الوظيفي في المؤسسة محل الدراسة، وهي علاقة ايجابية (طردية). عدم وجود فروق ذات دلالة إحصائية بين متوسطات استجابة أفراد العينة حول في مؤسسة سوناطراك مديرية العمليات فرع التنقيب ناحية حاسي مسعود، تعزىللمتغيرات الشخصية، يشارك العاملون في إعداد بطاقة الوصف الوظيفي بدرجة قليلة،تستخدم الموازنات التقديرية في عملية الرقابة الإدارية، بدرجة قليلة متوسطة يرى أفراد العينة بدرجة كبيرة بأن الموازنات التقديرية لا تتوفر بشكل كافٍ لقيامهم بدورهم. يرى أفراد العينة بأنه يتم تقييم أداء العاملين بشكل دوري بدرجة متوسطة، وقدمت الدراسة بعض التوصيات منها ضرورة مشاركة العاملين في إعداد بطاقة الوصف الوظيفي، تعزيز النظرة الايجابية لأسلوب التقارير الإدارية كأحد الوسائل الرقابية، تدعيم موازنات التقديريةباعتبارها اهم الأدوات الرقابية فعالية الاهتمام بتقييم أداء العاملين في المؤسسة محل الدراسة بشكل دوري وثابت ووفقاً لمعايير شفافة وواضحة تضمن تحقيق نزاهة النتائج وعدالتها.

The study aimed to explore the impact of the administrative control system on job performance in the Sonatrach Corporation, Directorate of Operations, Exploration Branch, Hassi Messaoud district, as well as what is the dimension of administrative control that has the most impact on job performance. The study was conducted in a partial enumeration method, and the questionnaire and personal interview tools were used in this study, as they were applied to both administrators and workers working in the institution under study. Data and information were collected through an electronic questionnaire designed for this purpose, in addition to the personal interview. The researcher used the descriptive analytical method to conduct the study. The study found many results, the most important of which is the existence of a statistically significant relationship between administrative control and job performance in the institution under study, which is a positive (directive) relationship. There are no statistically significant differences between the average responses of the respondents about the Directorate of Operations of the Excavation Branch in the Hassi Messaoud district of the Sonatrach Corporation, due to personal variables. The sample is highly aware that the discretionary budgets are not sufficiently available for them to play their role. Respondents see that the performance of employees is evaluated periodically at a moderate degree, and the study made some recommendations, including the need for employees to participate in preparing the job description card, enhancing the positive view of the management reporting method as one of the control methods, strengthening discretionary budgets as the most important control tools, the effectiveness of paying attention to evaluating the performance of employees in The institution under study on a regular and consistent basis and in accordance with transparent and clear criteria that ensure the integrity and fairness of the results.
