دور المنظمات غير الحكومية في جهود الوساطة وحل النزاعات الأهلية-دراسة حالة أزمة غرداية-

Abstract

ملخص الدراسة: تهدف هذه الدراسة إلى التعرف على مدى الدور الذي تلعبه المنظمات غير الحكومية كفاعل غير رسمي لحل النزاعات الأهلية، وذلك من خلال آلياتها التي تساعدها على التدخل لفض هذه النزاعات، كل حسب المرحلة التي توجد بها هذه النزاعات، وقد تناولت هذه الدراسة حالة أزمة غرداية 2013/2015 وهي الأزمة التي عرفتها هذه الولاية وخلفت خسائر بشرية ومادية نتيجة النزاع الذي شب بين سكانها الشعانبة وبني ميزاب، وقد كان هذا بالاعتماد على أداة البحث العلمي الاستبيان الذي تضمن أربعة أبعاد هي : الدبلوماسية الوقائية، إدارة الأزمة وصنع السلام، تحويل الأزمة وبناء السلام وأراء واقتراحات لتفعيل دور هذه المنظمات لحل الأزمات والنزاعات الأهلية على مستوى هذه الولاية أو على المستوى الوطني ككل. وبعد تحليل وتفسير النتائج تم التوصل إلى أن دور المنظمات غير الحكومية في حل أزمة غرداية 2013/2015 لم يرقى إلى المستوى المطلوب بعد، فهي وان كان لها دور محدود في الدبلوماسية الوقائية لهذه الأزمة (لم يؤدي إلى منع حدوث هذه الأزمة وبمستوى التصعيد الذي عرفته)، فدورها يكاد معدوم بالنسبة لتسوية هذه الأزمة، أما دورها في عملية تحويل الأزمة وبناء السلام الأهلي المستدام فهو دور معتبر ومستمر.Résumé de l'étude : Cette étude vise à identifier l'étendue du rôle que jouent les organisations non gouvernementales en tant qu'acteur informel dans la résolution des conflits civils, à travers leurs mécanismes qui les aident à intervenir pour résoudre ces conflits chacun selon le stade dans lequel ces conflits existent , Cette étude a porté sur le cas de la crise de Ghardaïa de 2013/2015, qui est la crise qu'a connue cet État et qui a causé des pertes humaines et matérielles à la suite du conflit qui a éclaté entre ses habitants, Chaanba et Beni Mizab, Ceci était basé sur le questionnaire de l'outil de recherche scientifique, qui comprenait quatre dimensions : diplomatie préventive, gestion des crises et rétablissement de la paix, transformation des crises et consolidation de la paix, et opinions et suggestions pour activer le rôle de ces organisations dans la résolution des crises et des conflits civils au niveau local ou national. Après avoir analysé et interprété les résultats, il a été conclu que le rôle des organisations non gouvernementales dans la résolution de la crise de Ghardaïa de 2013/2015 n'a pas encore atteint le niveau requis, même si elles ont joué un rôle limité dans la diplomatie préventive pour cette crise (pas empêché l'apparition de cette crise et le niveau d'escalade qu'elle a connu), Son rôle est presque inexistant dans la résolution de cette crise, mais son rôle dans le processus de transformation de la crise et de construction d'une paix civile durable est un rôle important et continu. .Summary of the study: This study aims to identify the extent of the role that non-governmental organizations play as an informal actor in resolving civil conflicts, through their mechanisms that help them intervene to resolve these conflicts, each according to the stage in which these conflicts exist. This study has dealt with the case of the Ghardaia crisis 2013/2015, which is the crisis that this Wilaya experienced, and left human and material losses as a result of the conflict that broke out between its residents, Al-Sha’anbeh and Bani Mezab. This was based on the scientific research tool, the questionnaire, which included four dimensions: preventive diplomacy, crisis management and peace making, crisis transformation and peacebuilding, and opinions and suggestions to activate the role of these organizations to solve crises and civil conflicts at the level of this state or at the national level as a whole. After analyzing and interpreting the results, it was concluded that the role of non-governmental organizations in resolving the Ghardaia crisis 2013/2015 did not rise to the required level yet, although they had a limited role in preventive diplomacy for this crisis (it did not lead to preventing the occurrence of this crisis and the level of escalation that I knew). Its role is almost non-existent with regard to the settlement of this crisis. As for its role in the process of transforming the crisis and building sustainable civil peace, it is a significant and continuous role.
