Abstract: Achieving quality in higher education institutions is one of the requirements for developing and improving the educational process in terms of inputs, processes and outputs. This article not only aims to identify the concept of quality and indicate its importance and the requirements for achieving it, but it will also be exposed to determining the criteria for its application related to the institutional entity and related to the mission of the institution at this educational stage, its resources and its administrative system. It will also determine the overall criteria related to educational effectiveness and related to the approved policy in selecting students, the level of services and the cost of spending allocated to them and to faculty members.
