Abstract

يعتبر قطاع المحروقات المحرك الأساسي للإقتصاد الجزائري ، حيث يعتبر أيضا العنصر الحيوي والفعال في التجارة العالمية ، إذ يحتل مرتبة معتبرة تصل إلى 10% من المبادلات الدولية ، وهذا ما يجعلنا نتأكد بأنه عصب الاقتصاد في جميع الدول المصدرة بصفة عامة و الجزائر بصفة خاصة وهذا لما تكتسبه من أهمية في هذا القطاع باعتبار مادة البترول و يمكنها من إشباع الحاجات الطاقوية الوطنية المساهمة في التنمية الاقتصادية ، لكن نجد دولة الجزائر من الدول التي تنتهج سياسة اقتصادية متفرعة تهدف إلى خلق التكامل مع مختلف القطاعات . غير أنها تولي أهمية كبيرة تجاه قطاع المحروقات، ولهذا بات من الواجب توفير السير الحسن لقطاع المحروقات في الجزائر وذلك من خلال فرض حماية فعالة ورقابة جد صارمة على هذا القطاع . ولكون أهم المهام الموكلة لإدارة الجمارك هي المراقبة الدائمة لنشاط المحروقات والتي تهدف إلى حماية الاقتصاد الوطني أسندت لها مهمة الرقابة الجمركية على قطاع المحروقات . التي تضع المواد من 165 إلى 173 من قانون الجمارك المصانع البترولية تحت نظام المصنع الخاضع للمراقبة الجمركية .

The Hydrocarbons field is the main engine of the Algerian economy, which is also considered a vital element and effective role in global trade, as it ranks considering up to 10% of international trade, and this is what makes us sure that is the source of the economy in all exporting countries in general and Algeria in particular, and this for gaining importance in this field as oil and material position to satisfy the energetic needs to contribute to national economic development, but we find Algeria state one of the countries that pursue an economic policy that aim to create branched integration with various fields. However, it attaches great importance to the Hydrocarbon field, and this has become a duty to provide a good-walk for the Hydrocarbon field in Algeria, through the imposition of effective protection and control is very strict on this field. And the fact that the most important tasks entrusted to the customs administration is the Permanent Observer of the activity of Hydrocarbons, which aims to protect the national economy entrusted with the task of customs control on the Hydrocarbon field. That set of Articles 165 to 173 of the Customs Act petroleum factories under the factory system subject to customs control .
