Abstract

Résumé : Les pays autour du monde adaptant se qu’on appelle le système légal du fonctionnement publique Comme une base générale, mais exceptionnellement, on trouve le système et le style des contrat du fonctionnement publique, une chois que l’administration l’adapte pour assurer les besoin sans faire recours aux codes privés. Ce qui fait la relation entre le citoyen (employé)et l’administration une relation organisationnelle une fois et contractuelle pour le but de servir le public dans un cadre systémique contractuelle ce qui fait deux system consistant simultanés. Le système contractuel avec son image ancienne n’est plus valable par ce qu’il ne crée pas la stabilité fonctionnelle qui le jureur essaye pour réduire les lacunes du bure au craie. Abstract: The states around the world do adapt different forms of employment and has each its own legal rules of the public employment as a principal base. However and as an exception, we do have what is called " style or system of public employment" a reliable tool that the administration relys on to fill that the administration rely on to fill the lacunas in executing their needs rather than relying on the private codes something that makes the ties of the employee with the administration an organizational one and sometimes, contractual one.
