Auteur(s): خوادجية سميحة حنان
Résumé: Electronic scientific publishing changed the relationship between the author and the publisher, and main actors and interveners emerged, of the internet service providers, electronic platforms and open archives. Relationships became complicated and the violations and scientific piracy appeared in front of the ease of marketing of works across the network and the difficulty of stopping the abuse, to a point where the Internet was described as a space in which the application of the law is absent, which is something that cannot be accepted. The law is a necessity for any society, whether real or virtual. This factobliges Algeria to reconsider its legal system, which is still light years away from the efforts made by states at the international and regional levels, in terms of the issuance of legal texts that regulate electronic publishing, without neglecting the attempt to find a balance between copyright and legitimate user rights because knowledge sharing for the scientific community guarantees the free circulation of ideas and thus scientific and technological progress, which is something that developed countries have realized

Résumé: The role of satisfaction varies in the field of public procurement, according to the management approach in choosing the contractor, which is determined by law, as there is almost no satisfaction in the request method offers, and then regains his position in a simple consensual manner, which gives the administration wide freedom in contract with whomever you want. And because the conclusion of a public transaction is a legal act that entails obligations important legal matters, so only those who are qualified for both contracting can contract. It is not enough that satisfaction is present, rather it must be true, only true will creates commitment.
