Résumé: يتناول هذا المقال مفهوم قرار العفو عن العقوبة وأركانه وأساسه القانوني في التشريع الجزائري، ويهدف إلى البحث عن الأساس القانوني الذي ترتكز عليه عملية الإلغاء في حال توافر الإمكانية القانونية لذلك، وإعطاء تصوّر للآلية القانونية التي تحقّقها. أهم النتائج المتوصّل إليها هي أنّه يمكن إلغاء قرار العفو عن العقوبة إذا شابه عيب من عيوب المشروعية، وكذلك إذا حمل في طياته تلك الإمكانية بأن صدر مثقلا بشروط فاسخة. This article deals with the notion of decision to pardon the penalty, its pillars and its legal foundation in Algerian legislation, also this article aims to search the legal foundation for the annulment process in the event that there is a legal possibility to do so, and to give a perception of the legal mechanism that achieves it. The most important conclusions obtained are that the pardon decision can be annulled if it is a defect in legitimacy, and also if it includes the possibility that it was pronounced with void conditions.

Résumé: This article aims to reveal the different causes that have generated the phenomenon of regional disparity in Tunisia. It is for this reason that we tried to adopt a multidimensional approach which took into consideration both the role of economic variables and those of a sociological or legal nature. In fact, since the “revolutionary mobility” of 2011, we have witnessed several attempts to remedy the phenomenon of regional disparity, developed by the various post-revolutionary governments. However, this phenomenon persists and becomes more and more serious given the accumulation of frustrations, and the ineffectiveness of all the measures taken by the various governments. Indeed, in addition to economic variables, this regional disparity is due to socio-cultural variables, which are essentially the domination of populist choices and the anchoring of patronage behavior in the culture of society and in particular within the Politic field

Résumé: Since its independence, Algeria has relied mainly on hydrocarbon exports to support its&#xD;
infrastructure development and carry out its major projects. Most power plants are natural&#xD;
gas-fired and run continuously, resulting in the emission of large amounts of toxic gases, in&#xD;
addition to carbon dioxide (CO2). Algeria is now considered among the highest CO2 emitting&#xD;
African countries and contributes negatively to the environmental security, essential to the&#xD;
survival of life on the planet Earth. Thus, the transition from fossil fuels towards sustainable&#xD;
and cleaner energy sources has become vital for the Algerian state. Algeria is planning to&#xD;
launch an ambitious program to develop its inexhaustible renewable energy resources to&#xD;
move into the era of so-called green energy, which is the unique solution to achieve&#xD;
sustainable development and protect the environment. This study aims to show how Algeria&#xD;
has tried through many serval legal mechanisms and national programs, especially those&#xD;
related to investment in the energy sector, to achieve sustainable development for the country&#xD;
while preserving the environment, particular from those dangers and risks caused by fossil&#xD;
energies.

Résumé: After thousands of Moroccans took to streets to demand constitutional change and farther restrictions to King’s power , as a result of the 20th February movement , the king called for the convening of advisory committee to revise the constitution and make reforms to calm those angry crowds .&#xD;
In this paper we try to investigate whether these reforms advanced Morocco towards full democratic transition under the government of ABDEL-ILAH BENKIRAN (2011-2016).The conclusion of this research is that these reforms succeeded in avoiding the results that affected other Arab spring countries , gave the angry mob some changes including enlarging the power of executive , legislative and jucial prances while reserving considerable power for the king and this was due to the weakness of BENKIRAN governments in the face of those big challenges .
