Résumé: This study, employing both the analytical method and the case study approach, aims to explore how digital diplomacy contributes to the activation of international relations. This is achieved by examining the concept of digital diplomacy, its various applications, and the challenges it faces, supported by exemplary case studies.The study highlights the pivotal role of digital diplomacy in recent years—particularly during global crises such as the COVID-19 pandemic—in facilitating negotiations, resolving conflicts, and coordinating joint efforts to address international challenges. The use of digital platforms and modern technologies in the diplomatic field reflects a fundamental transformation in the way international relations are conducted. These tools contribute to establishing more transparent and efficient channels of communication. تهدف الدراسة باستخدام المنهج التحليلي و منهج دراسة حالة ، إلى التعرض إلى كيفية مساهمة الدبلوماسية الرقمية في تفعيل العلاقات الدولية ، وذلك من خلال معرفة مفهوم الدبلوماسية الرقمية و مختلف تطبيقات الدبلوماسية الرقمية ، و كذلك تحديات الدبلوماسية الرقمية، ،مع الإستعانة بأمثلة نموذجية. لقد بينت الدراسة الدور المحوري لهذه الدبلوماسية السنوات الأخيرة، -خاصةً خلال الأزمات العالمية مثل جائحة كوفيد-19، في تسهيل المفاوضات وحل النزاعات وتنسيق الجهود المشتركة لمواجهة التحديات الدولية. إن استخدام المنصات الرقمية والتقنيات الحديثة في المجال الدبلوماسي يعكس تحولًا جذريًا في الطريقة التي تُدار بها العلاقات الدولية، حيث تسهم هذه الأدوات في بناء قنوات تواصل أكثر شفافية وكفاءة.

Résumé: يعد الاختصاص العالمي اجراء استثنائياً للعدالة الجنائية عندما يساهم بدور كبير لمسائلة كل فرد و دولة عن جريمة الاستيطان وحسب القانون الدولي لأنها تعتبر من جرائم الحرب بالإضافة إلى مخالفتها ميثاق الأمم المتحدة ومعاهدات جنيف وقرارات مجلس الأمن وبالتالي فإن جريمة الاستيطان تندرج بالمادة 8 من نظام روما الأساسي للمحكمة الجنائية الدولية ، جريمة الاستيطان وحسب القانون الدولي فإنها تعتبر من جرائم الحرب بالإضافة إلى مخالفتها ميثاق الأمم المتحدة ومعاهدات جنيف وقرارات مجلس الأمن وبالتالي فإن جريمة الاستيطان تندرج بالمادة 8 من نظام روما الأساسي للمحكمة الجنائية الدولية ، لذلك تمت تأسيس هذا المبدأ العالمي نتيجة مساس هذه الجرائم لجميع دول العالم ولجسامة وخطورة هذه الجرائم على الصعيد الداخلي للدولة التي حصل الاعتداء على رعاياها، تتضمن تشريعاتها الداخلية النص على مبدأ الاختصاص العالمي بالإضافة إلى أنه يجب أن تتضمن التشريعات الداخلية نصوص تتعلق بمعاقبة ومحاكمة المتهمين بارتكاب الجرائم الدولية الجسيمة وأن تنص تشريعاتها بأن مثل هذه الجرائم لا تسقط بالتقادم ولا يشملها العفو العام أو الخاص، كما يجب أن يشمل بأن التزام الدول بالعمل على قمع ومنع مثل هذه الجرائم يسري حتى في حالة الطوارئ والأوضاع المماثلة.Universal jurisdiction is an exceptional measure of criminal justice when it contributes significantly to the accountability of every individual and State for the crime of settlement. This universal principle has therefore been established as a result of the injury to all States of the world and the gravity and gravity of such crimes at the domestic level of the State whose nationals have been assaulted.

Résumé: جذب الوقف إلى دائرته مجموعة كبيرة من الباحثين خلال العقود الثلاثة الماضية، وذلك نظر لأهميته في التنمية الوطنية ومحاربة الفقر والجهل، وكان لموضوع استثمار الوقف نصيبا وافرا، إلا أن هذا الاهتمام لم يحقق ميدانيا غرضه، فلم يدفع الناس إلى توقيف أموالهم، ولم تنجح المؤسسات الحكومية وغيرها في استثمار الأموال الوقفية، رغم التعديلات القانونية التي مست الكثير من المدونات القانونية، والجزائر نموذجا. فتهدف هذه الدراسة إلى ابراز قصور الدراسات السابقة حول استثمار الأملاك الوقفية التي ركزت على صيغ استثمار الوقف وادارته، فهي لم تبحث عن عوامل نجاح استثمار الوقف، ولم تدرس سبب فشله، تحاول هذه الورقة البحث عن عوامل نجاح الاستثمار الوقفي في عالمنا العربي والاسلامي والجزائر نموذجا، وقد تبين لي أن من بين أسباب نجاح الاستثمار الوقفي يستلزم جرد جميع الأملاك الوقفية، تأهيل الموظف، تنويع صيغ الاستثمار. Abstract: Factors for the Success of Endowment Investment Endowment (waqf) has garnered significant attention from researchers over the past three decades due to its crucial role in national development, poverty alleviation, and combating ignorance. Despite the substantial focus on endowment investment, the practical goals have not been achieved. Efforts have not sufficiently encouraged people to allocate their wealth to endowment, and both governmental and other institutions have struggled to effectively invest endowment funds, even with various legal amendments, as evidenced in Algeria. This study aims to highlight the shortcomings of previous research on endowment property investment, which primarily concentrated on investment and management models without exploring the factors behind successful endowment investment or the reasons for its failure. This paper seeks to identify the factors contributing to the successful investment of endowments in the Arab and Islamic world, using Algeria as a case study. The findings indicate that key factors for successful endowment investment include the thorough inventory of endowment properties, employees qualification, and the diversification of investment models.
