Auteur(s): KECHAR Zakaria
Résumé: The establishment of administrative appellate courts in Algeria marks the culmination of a long reform process aimed at solidifying the foundations of the administrative judiciary. With this development, the hierarchical structure of the administrative judiciary has been completed, effectively embodying the principle of two-level litigation at the administrative level. This is considered a significant step in supporting and strengthening the administrative judiciary. These newly established courts are expected to play an crucial role in promoting effective administrative justice, as they process exclusive jurisdiction over appeals. This research paper analyzes the role of appellate administrative courts by highlighting their importance and the impact of their organization on their effective functioning, their ability to enhance the efficiency of the administrative judiciary, increase its productivity, and ensure the quality of its decisions. Adopting an analytical approach by examining the relevant legal texts, it has become evident that their organizational structure, management flexibility, and jurisdiction enable them to advance administrative justice and ensure the quality of first-instance court rulings, given the expertise of their members. However, the nature of their collegial formation may negatively impact their productivity

Résumé: Public participation makes it possible to strengthen democratic life by improving their participation in environmental management. Public participation, from a legal point of view, constitutes an exceptional system in administrative law and imposes more consideration by the authorities to the individual interests of individuals, since it implies a reduction in the traditional character of unilateral administrative procedures. The right to public participation in environmental matters suffers from a significant ineffectiveness because the legal formation of the right of participation expresses and confirms various reservations with regard to participatory democracy. The development of participatory democracy in environmental plans and programs will inevitably strengthen the environmental effectiveness and legitimacy of these tools, which will eventually become the main tools of environmental law

Résumé: Artificial wombs are advanced incubators that allow fetal development outside the human body, replicating the natural uterine environment by supplying oxygen and nutrients. While no human embryo has yet been carried to full term in such a device, experiments with sheep have shown partial success. This research explores the potential of artificial wombs to address infertility in women without a uterus and to provide an alternative to surrogacy, potentially reducing related ethical, religious, and legal disputes. The study plans to examine the technology‘s current capabilities, its medical applications, and the societal implications of its adoption

We also address the most important functions of the media through the visions of a number of thinkers who were interested in the communication phenomenon in general and the functions of the media in particular in political life, and the extent of the intertwining and interconnection between those functions and political practice in light of the rapid developments of the media, starting with the print press and reaching the new media
