Titre: Consumer Protection from Misleading Electronic Advertising
Auteur(s): Berrouk Lyess
Résumé: With the evolution and diversification of commerce channels driven by technological
advancement, the use of advertisements for various products and services aimed at the
consumer has become widespread. Although these electronic advertisements play an
influential role in promoting goods and services and informing the consumer about the details
of advertised products, they are increasingly being used by some suppliers and economic
agents to achieve illicit objectives. This is accomplished by misleading the consumer with
deceptive and incorrect information about the offered goods and services. This issue has
become particularly acute now that communication technologies are accessible to everyone,
coupled with the complete absence of specific legislation to regulate these advertisements in a
precise and sound manner.Consequently, the consumer finds themselves caught between
believing the claims promoted by electronic commercial advertisements and discerning the
boundary between what is reasonable and what is exaggerated. The potential for negative
effects on the consumer resulting from this situation necessitates legislative intervention to
regulate electronic advertising, taking into account its unique characteristics. Such
intervention is required to suppress the abuses and practices aimed at misleading and
deceiving the consumer, manipulating their will, and influencing their choices

Résumé: Criminal proof in cybercrimes presents significant legal challenges because digital evidence
is intangible, easily modified, and transcends physical borders. This forces a judicial dilemma
between 'Free Proof' systems, based on discretionary conviction, and 'Restricted Proof'
systems, which require strict technical compliance. Furthermore, the fluidity of cloud-based
crime scenes complicates traditional search and seizure operations. To address these issues,
states must modernize their legal frameworks by training specialized investigators and
updating procedural laws for expedited data preservation. Crucially, enhancing international
judicial cooperation is vital to overcome jurisdictional barriers in global cyberspace. These
reforms are essential to ensure the credibility of digital evidence and prevent impunity in an
increasingly complex technological landscape

Auteur(s): Ghoul Hamza
Résumé: This article argues that China’s Belt and Road Initiative (BRI) is determined by both domestic
economic imbalances and international strategy—not just by economic or geopolitical
motives alone. The authors identify four key pressures in China (industrial overcapacity, high
savings, limits on technology absorption, and rising local debt) that led to the BRI’s creation,
which in turn has major geopolitical impacts. Contrary to the common ―debt trap‖ narrative,
the article finds that dependency on China often arises from the financial structures of
Chinese loans rather than a deliberate strategy to gain control. This means countries can
become dependent even if China does not intend it. The authors recommend that Global South
nations strengthen their negotiating power and evaluation processes to secure better financial
terms. Overall, the BRI constitutes a complex, evolving mix of economic management and
geopolitical interests, not a simple policy of hegemony or pure economic necessity
