Résumé: The combination of IT, audiovisual and telecommunications, and technological developments in the production and dissemination of information are becoming increasingly important in our society and in our economy. We can said that there are many applications which are allowed by the ICT because these technologies allow to communicate much more easily but also to transmit information digitally, and anywhere in the world that has become a small village using these devices.&#xD;
Through this article, we try to analyze the case of Algeria quantitatively affecting the telecommunication sector and its prospects.&#xD;
The study revealed that Algeria has made a deep reforms in ICTs and that many sectors  have been affected, and the results include the creation of techno poles, the creation and development of private SMEs in the field of ICT and specifically start-ups.

Résumé: This study aims to elucidate the effect of the adoption of administrative creativity and the degree of availability of the attributes of the creative capacity) Originality, fluency, flexibility, sensitivity of problems, risk) and the creative climate on the functionality of the worker for a sample composed of 52 heads of services in kasdi merbah university.  The most important results indicate the presence of a statistically significant impact of administrative creativity to improve the functionality of the sample individuals. Thus, the study emphasizes the need to pay more attention to the creative climate, and to provide appropriate conditions to reach higher return using innovative methods, such as doing tasks in the best way and achieving the worker’s satisfaction.

Résumé: The aim of this study is to determine the necessary short and long-term mechanisms to maintain an acceptable level of foreign exchange reserves, given the decline in oil prices on the global level. Recently, the State suffers from a shortage in foreign exchange resources. With the oil boom of 2003-2014 and the expansionary policies, it turns out that it is necessary to build an economy capable of coping with external shocks, and to be independent of oil revenues, proved to be unstable and not renewable. Thus, we have to think of other alternatives and to consider future generations by building an economy, which relies on different skills

An interview is distributed on a set of 34 managers across the companies surveyed. The analysis of data reveals important facts about the present state of investment in IT, the reality on careers and employee skills management practices, on the role of ITs in the construction and enrichment of knowledge, in the capitalization and transferability of skills and developing professional skills.
