Résumé: Privatization and FDI grow best in the countries of the former Soviet Union, CEEC between 1989 and 1993 in the time of privatization which the developing countries had played an important role in attracting the quest for technological competence, managerial necessary. Besides these countries or foreign investors also participated in the privatization process in the hope to benefit from economic plan (new technologies, process changes, financial capital, managerial skills, marketing skills for a better access to the global market). And politically ,for international integration in the host country. This document also contains written on privatization and FDI that bring the light court on Algeria. We will insist to show the importance of privatization being an attractive means of FDI and we believe that the opening of public capital to foreign investors is not the only object of the accelerator adjustment of public companies because it is regarded as an international integration support and means of creating a highly sought foreign cooperation.

Résumé: En 1990, PROTER proposait son modèle de compétitivité en forme de losange mettant en exergue les facteurs qui contribuent à booster la compétitivité tant des industries que des nations. Une des idées principales de sa théorie de compétitivité, c’est le concept de « cluster » qui née de la coopération entre universités et entreprises interdépendantes et concurrentes. Actuellement les politiques et les économistes sont de plus en plus attirés par le développement de clusters qui permettent aux entreprises de rester compétitives et qui ont déjà fait leur preuve. La présente contribution se propose de mettre en valeur le rôle sine qua non que jouent les universités dans l’essor économique des pays à l’ère de l’économie du savoir marquée par la prééminence des industries en savoir. Pour mieux éclairer notre propos, nous allons nous pencher sur le leader mondial des clusters innovants, dit Silicon Valley dont le PIB dépasse actuellement celui de la France et qui doit son succès inédit à l’université de Stanford. Nous allons aborder dans un deuxième stade les quelques clusters créés récemment en Algérie et qui demeurent à l’état embryonnaire à défaut d’une vraie politique d’entrepreneuriat et d’innovation.

Résumé: The aims of this study is showing the impact of the monetary policy of the Central Bank on the credit expansion of some of the banks operating in Algeria, during the period from 2008 to 2015, We discussed the monetary policy and its tools and its impact on the credit expansion of banks and monetary policy tools in Algeria after 1990 To this day, we have also conducted an applied study in which we relied on cash réserve compulsory and discount price as independent variables, and the credit granted By the sample of banks consisting of (09) banks as a dependent variable, using the analysis of the time series models (panel), And unite root panel, the Johansson cointegration Test. The most important results of the study were the existence of a common complementarity between monetary policy through cash réserve compulsory and the discount price of banks operating in Algeria.

Résumé: These last years have been characterized by the emergence of innumerable theories that claim the economy of development (theory of good governance, theory of human development, etc.). This article aims to lay the groundwork for a new theory that combines "good governance" and human development. This means that the creation of good institutions capable of promoting development is closely linked to strengthening the basic capacities of individuals. In other words, there are no good institutions without state intervention in social justice. The case of Algeria, which has been mobilized in the context of this article, is interesting for more than one reason. Indeed, despite the abundance of natural resources available, the country continued to suffer from underdevelopment problems.
