In light of this, we sought to uncover the impact of the political reform approach adopted by the Algerian political system during the period 2012-2022 on the success of the desired democratic transition process. Throughout the chapters of the study, we concluded that political reforms in Algeria were initiated by the ruling authority, which sought to accommodate the political and social transformations the country experienced during that period, especially after the 2019 popular movement. The authority was able to adapt to the challenges of the period while simultaneously maintaining stability. The study also concluded that all political actors must participate in every reform process in a consensual manner to reach sustainable solutions. Elle aborde les principaux fondements de cette expérience, ses étapes, ses évolutions ainsi que son rôle dans l’appui au processus démocratique, à travers les réalisations de l'Instance Vérité et Dignité (IVD), chargée de conduire ce processus. L’instance a pu accomplir son mandat, élaborer son rapport final global et le compléter par un ensemble de recommandations et de propositions. Elle a enregistré certaines réalisations, notamment la réception d’un nombre important de dossiers, l’audition de la majorité des victimes, ainsi que la production d’un travail de documentation considérable, y compris des témoignages publics et enregistrés. Cependant, elle a échoué à révéler toute la vérité, les auteurs des violations n’ayant pas reconnu leurs crimes, en raison de l’absence d’un véritable mécanisme de reddition des comptes, dans un contexte marqué par la promotion d’une culture d’impunité à travers le projet de réconciliation économique. De plus, la réparation des préjudices subis par les victimes s’est faite de manière sélective et parfois revancharde. Le processus a été confronté à de nombreuses contraintes, telles que les polarisations politiques, la conjoncture économique difficile, et l’échec des gouvernements successifs à éradiquer la corruption. L’entrave à la transition démocratique, causée par des alliances politiques dictées par des intérêts partisans et personnels, le retour des figures de l’ancien régime, les forces contre-révolutionnaires et la prédominance d’un mode de gouvernance populiste, a entraîné l’entrave du processus de justice transitionnelle. Enfin, nous abordons les perspectives d’achèvement de ce processus dans ce contexte difficile.; The study aims to shed light on the nature of the Tunisian experience in transitional justice as one of the requirements of the democratic transition following the Tunisian Revolution of December 17, 2010, and to address the most important founding contents of this experience, its stages, the waves that accompanied it, and its role in supporting the path of democracy, by addressing the achievements of the Truth and Dignity Commission as its main role is to accomplish this work. The Commission was able to complete its mandate and prepare its comprehensive final report, attaching to it a set of recommendations and proposals. The Commission recorded some achievements, such as accepting a significant number of files and listening to the majority of their owners, and what it achieved in terms of the huge documentation aspect and public and recorded testimonies. However, it failed to reveal the whole truth, and the perpetrators were not convicted of their crimes due to the absence of an accountability mechanism in light of the culture of impunity established by the economic reconciliation project, and the victims were compensated in a selective and vengeful manner. The process was hindered by a number of constraints, such as the polarizations that occurred, the difficult economic situation, and the failure of successive governments to eliminate corruption. The democratic process also faltered due to political alliances governed by the logic of personal and partisan interests, the return of symbols of the former regime, and the prevalence of thepopulist style of government, which led to the faltering of the transitional justice process. We will finally address the consequences of completing it in light of this difficult situation.
