Résumé: The study aimed to find out the level of both empowerment and creative behavior in the
organization, and the extent of the contribution of empowerment in demonstrating the creative behavior in
the organization. To collect information on this, the questionnaire was distributed to 53 employees of the
Algerian Telecom Corporation in Ouargla. Compiled and analyzed by the Statistical Package Program
(SPSS).
the following results were reached: The level of empowerment and creative behavior in the
organization were high; Also, not all dimensions contribute to this except for teams, training, motivation,
freedom and independence, and no differences were found attributed to the views of employees towards
creative behavior according to personal and functional factors.

Résumé: The aim of this work is to tackle the problem of expansion of economies and growth of
needs, as well as the population growth which is leading to increase the demand for water in many
sectors. The water combines the concepts of natural resources and the basic thing in living,
industry, climate, housing, health, tourism and transportation. All of these are related to water as
well as many decisions are taken in other fields have direct and indirect effects on it, making it a
fundamental variable in the development policies of States and territories in the terms of
development that increases the interdependence of individuals and common resources. These
different fields are affected by water as well as it is affected by it. Due to of its biological role and
high cost of infrastructure for its exploitation as a permanent product of nature. This led many
countries to manage it for long periods as a general monopoly of natural resource, for its political
role as a protector for the public interest. For Algeria, It considered that the issue of the
management of water resources and the collaboration of the private sector in managing the means
to provide them with the quantity and quality required is a worthy challenge

Résumé: The research examined the reality of the practice of governance behavior in the hospital
institution Mohamed Boudiaf Borgala and the prospects of improving the health service provided
in light of these practices through the use of interview tools and questionnaire. The research
concluded that the level of commitment to transparency and accountability in this institution was
average, and the study presented several suggestions, including the need to benefit from successful
experiences in this area
