Résumé: The study aimed to find out the level of both empowerment and creative behavior in the&#xD;
organization, and the extent of the contribution of empowerment in demonstrating the creative behavior in&#xD;
the organization. To collect information on this, the questionnaire was distributed to 53 employees of the&#xD;
Algerian Telecom Corporation in Ouargla. Compiled and analyzed by the Statistical Package Program&#xD;
(SPSS).&#xD;
the following results were reached: The level of empowerment and creative behavior in the&#xD;
organization were high; Also, not all dimensions contribute to this except for teams, training, motivation,&#xD;
freedom and independence, and no differences were found attributed to the views of employees towards&#xD;
creative behavior according to personal and functional factors.

Résumé: The aim of this work is to tackle the problem of expansion of economies and growth of&#xD;
needs, as well as the population growth which is leading to increase the demand for water in many&#xD;
sectors. The water combines the concepts of natural resources and the basic thing in living,&#xD;
industry, climate, housing, health, tourism and transportation. All of these are related to water as&#xD;
well as many decisions are taken in other fields have direct and indirect effects on it, making it a&#xD;
fundamental variable in the development policies of States and territories in the terms of&#xD;
development that increases the interdependence of individuals and common resources. These&#xD;
different fields are affected by water as well as it is affected by it. Due to of its biological role and&#xD;
high cost of infrastructure for its exploitation as a permanent product of nature. This led many&#xD;
countries to manage it for long periods as a general monopoly of natural resource, for its political&#xD;
role as a protector for the public interest. For Algeria, It considered that the issue of the&#xD;
management of water resources and the collaboration of the private sector in managing the means&#xD;
to provide them with the quantity and quality required is a worthy challenge

concluded that the level of commitment to transparency and accountability in this institution was&#xD;
average, and the study presented several suggestions, including the need to benefit from successful&#xD;
experiences in this area
