The descriptive approach and the questionnaire were used as a main tool for gathering information. The study sample included thirty three staff members of the human resources department who are responsible for the information system for three tourist hotels in the state of Ouargla, The SPSS program was also used to process data. The study found an average level of monitoring human capital information and human resources information system, and a statistically significant relationship between the effectiveness of human resources information system and human capital information in the sample hotels. The best regression model for variables (dimensions) Monitoring human capital information is a variable coefficients of reliability, which is the only variable within the model because it has the largest coefficient of simple correlation with the dependent variable, and the other independent variables are excluded although some of them have a statistically significant relationship with the dependent variable. C’est à partir de la , toutes les formes de conflits et de complots de toutes sortes seront fusionnes, donc l’objectif de l’état selon SPINOZA est la création d’un espace public a travers laquelle les individus peuvent exercer leurs liberté politique, idéologiques, expression et aussi réflexion. De tout cela, la coexistence et la cohésion sociale peuvent être réalisées d’une part et les politiques de l’autre part, l’objectif de l’état selon SPINOZA, n’est point d’imposer des lois par la force, par la violence, mais plutôt en ouvrant la voie aux individus pour qu’ils puissent exprimer leurs revendications ainsi que leurs droits. Pour cette raison, SPINOZA voit que plus les sois sont renforcées, plus la désobéissance et la résistance des individus au pouvoir sont grandes et ouvrent la parte à des pratique violentes et des bouleversement sociaux de toutes sortes.
