The descriptive-analytical method was used, and data was collected through a questionnaire distributed to 47 employees. The data were analyzed using SPSS software, applying appropriate statistical methods such as means, standard deviations, correlation coefficients, and variance analysis. The results revealed that the dimensions of strategic vigilance, including environmental, technological, competitive, and proactive vigilance, significantly impact strategic leadership, with a strong relationship found between technological vigilance and strategic leadership. Additionally, environmental vigilance contributed to the development of adaptation and innovation strategies. Based on these results, the study recommends enhancing the dimensions of strategic vigilance within Algerian institutions, focusing on the development of vigilance tools and techniques, and increasing employee awareness of the importance of monitoring environmental and technological changes. To cover the theoretical aspects of the study, the descriptive approach was used in the theoretical part, and the case study method was used in the practical aspect. This was achieved through a questionnaire as a data collection tool, which was distributed to a random sample of 40 employees. The Statistical Package for the Social Sciences (SPSS 25) was also used to analyze the data, relying on arithmetic means, standard deviations, correlation coefficients, and stepwise multiple regression analysis. To achieve this goal, past consumption data from 2019 to 2024 was relied upon along with the statistical program EViews 12 to compare different models and estimate the optimal model for the study's data in order to predict internet consumption.
