Abstract

As an educational organization, university always looks for the production of the knowledge and the development of capacity and the skills and to provide the human resources needed for the economical and the social development to the society. This can be achieved only through the efforts of the effective teachers in order to discover, develop, and transmit the knowledge and to provide the society with the necessary needs which help in its flourishing. So, university teacher resents the essential and the most important factor to improve the competency of the university especially under the new changes and the movement from the classical system to the LMD one which needs particular conditions that should be provided.
