واقع الصحافة الإلكترونية الجزائرية في ظل قانون الإعلام 12/05 دراسة حالة لصحيفة TSAالجزائرية

Abstract

حاولت الدراسة التعرف على واقع الصحافة الإلكترونية الجزائرية من خلال قانون الإعلام 12/05 ومحاولة التوصل إلى تحديد إطار الممارسة الصحفية للصحافة الإلكترونية من خلال تحديد المواد التنظيمية التي جاء بها قانون الإعلام 12/05 التي تضبط الكتابة الصحفية في الصحافة الإلكترونية،حيث توصلت دراستنا هذه من خلال استخدام الملاحظة العلمية الدقيقة واستمارة الاستبيان كأداتي لجمع البيانات أن واقع الصحافة الإلكترونية في الجزائر لا تزال حديثة العهد،كما أنها تعتبر مولود دخيل لم يستعد له في بلادنا قانونيا بوضع إطار تشريعي وتنظيمي ينظم العمل الصحفي الإلكتروني،كما أن قانون الإعلام الحالي لم يضف أي شيء جديد يذكر للعمل الصحفي في الصحافة الإلكترونية،علىغرارأنه حدد معالمها ومفهومها فقد قدم مفهوم واضح وصريح للصحافة الإلكترونية،إلا أن واقعها في الجزائر يظل غامضا ويحتاج إلى إنشاء وصياغة مواد تنظيمية توضح حدود الممارسة الصحفية في الصحافة الإلكترونية وتضمن الحقوق والحريات للصحفيين العاملين بهذا المجال.

This study aims to identify the fact of the Algerian electronic journalism through the Media law 12/05 and attempting to reach to determine the frame of practicing the electronic journalism. By determining the organizationalsubstances that is associated with Media Law 12/05 that adjust writing in electronic journalism. By using accurate scientific observation and form questionnaire as a tool for data collection, our study reachs that the fact of electronic journalism of Algeria is brand new and it is considered as an intruder born that our country is not ready legally by using a legislative, regulatory framework that organises the electronic journalism work. Besides the actual Media Law does not add anything new concerning the journalism work in the electronic journalism and determining the features and the concept and it provides a clear and honest difinition of the electronic journalism.However, the reality in Algeria remains ambiguous and needs to create and formulate regulatory materials to clarify the limits of journalistic practice in the electronic media and ensure the rights and the obligations of the journalists working in that field.
