السياسة العسكرية الصينية في بحر الصين الجنوبي وانعكاساتها على الأمن الإقليمي للمنطقة

Abstract

قدمت الدراسة تحليلا للسياسة العسكرية الصينية في بحر الصين الجنوبي وانعكاساتها على الأمن الإقليمي للمنطقة، برؤية وصفية تحليلية و التي سعت لدراسة سلوك المؤسسة العسكرية الصينية من خلال القوات البحرية لها في بحر الصين الجنوبي، باعتباره بحرا استراتيجيا ،و ما لذالك من انعكاسات على الأمن الإقليمي للمنطقة ،حيث لعبت السياسة العسكرية الصينية دور المهيمن و التي أدت بدورها إلى التسابق نحو عسكرة بحر الصين الجنوبي وتنازع دوله على سيادة جزره ،حيث عرف دخول قوى إقليمية و دولية في تأجيج الصراع والتي انجر عنها ترتيبات أمنية إقليمية، و نظرا لأهمية هذا الموضوع حاولت الدراسة التعرض لتساؤل أساسي حول: ما إذ كانت تشكل السياسة العسكرية الصينية في بحر الصين الجنوبي تهديدا للأمن الإقليمي للمنطقة أم أنها تساهم في استقرار المنطقة وصد للقوى الخارجية؟ و محاولة الإجابة عنه من خلال تقسيم الدراسة إلى ثلاث فصول وهي: -الفصل الأول: الخاص بالتأصيل النظري والمفاهيمي للدراسة، قمنا بالتطرق لنظرية القوة البحرية و نظرية المهيمن الإقليمي و المنهج الوصفي التحليلي. -الفصل الثاني: تعرضنا فيه لدور السياسة العسكرية في بحر الصين الجنوبي،و الذي تحدثنا فيه و بإسهاب عن القوات البحرية الصينية و النزاع حول جزر بحر الصين الجنوبي و تطور مراحل هذا النزاع. -الفصل الثالث: الفصل الثالث:واقع الأمن الإقليمي لمنطقة بحر الصين الجنوبي في ظل السياسة العسكرية الصينية ،بالإضافة إلى توضيح طبيعة الترتيبات الأمنية في المنطقة

Résumé Cette étude présente une analyse de la politique militaire de la chine dans la mer de chine méridionale et ce qu’elle reflète sur la sécurité territoriale de la région. Avec une vision descriptif l’étude présente, le comportement de l’institution militaire chinoise par la présence des ces forces dans la mer de chine méridionale en tant qu’une mer stratégique. La politique militaire de la chine a joué un rôle dominant, ce qui a provoqué une course des états pour la militarisation et l’imposition de leur souveraineté sur les iles de la région. La rentrée des forces territoriale et internationale qu’a connues cette région a produit un conflit entre les états qui a conduit à son tour à des arrangements de sécurité territoriale. Vu l’importance de ce sujet, nous avons essayé de poser la question principale suivant : Est ce que la politique militaire de la chine présente une menace pour la sécurité territoriale ou bien, elle contribue à la stabilité de la région et repousser les forces étrangères ? Pour répondre à cette question nous avions reparti l’exposé à trois chapitres : Le premier chapitre : Concerne le coté théorique et conceptuel de l’étude. chiSummary This study presents an analysis of China's military policy in the South China Sea and what it reflects on the territorial security of the region. With a descriptive view the present study, the behavior of the Chinese military institution by the presence of these forces in the South China Sea as a strategic sea. China's military policy played a dominant role, prompting a race of states for militarization and imposition of sovereignty over the islands of the region. The re-entry of territorial and international forces in this region has produced a conflict between the states which in turn led to territorial security arrangements. Given the importance of this topic, we have tried to ask the following main question: Is China's military policy a threat to territorial security or contributes to the stability of the region and push back foreign forces? To answer this question we have divided the presentation into three chapters: The first chapter: Concerns the theoretical and conceptual side of the study The second chapter: The role of the military policy of China in the South China Sea was discussed The third chapter: The content of territorial security in the South China Sea region. .
