فعالية النظام الدولي للحد من انتشار الاسلحة النووية نموذج ايران و كوريا الشمالية

Abstract

بالعربية اتخذت الثورة النووية حيزا كبيرا في الساحة الدولية و انتشرت بنطاق واسع و تعاظمت مواقف الدول الصغرى محاولة امتلاك و تطوير السلاح النووي و عليه جاءت الاتفاقيات الدولية التي تنص على الحد من امتلاك و تطوير الأسلحة النووية سوى دول أعضاء النادي النووي أو الدول العظمى إلا أن هذه الاتفاقيات لم تمنع من تفشي هذا السلاح في ظل تطوير و امتلاك دول أخرى للأسلحة النووية كإيران و كوريا الشمالية ، و من هنا بدأت مخاوف المجتمع الدولي حول التجارب النووية التي تقوم بها هاذين البلدين ، ومنه تم التأكيد على ضرورة الفصل في هذين الملفين و من خلال التقليل من جهود البلدين في امتلاك هذا النوع من الأسلحة السلمية منها و العسكرية. تحديد مفهوم النظام الدولي للحد من انتشار الأسلحة النووية يمكننا القول بأنها مجموعة القوانين و الاتفاقيات الدولية للتحكم و ضبط انتشار الأسلحة الفتاكة في العالم ، و من دوافع قيام هذه المعاهدات في المجتمع الدولي هو الحفاظ على الأمن و السلم الدوليين و هذا ما نص عليه ميثاق الأمم المتحدة في المادة 1 و كذا اتخاذ التدابير اللازمة لتعزيزهما، و عليه تمثل دول الآليات القانونية لتقييد و إحباط هذا النوع من الأسلحة حفاظا على الأمن والاستقرار و الابتعاد عن الحروب و النزاعات الدولية .
