السياسة العامة للسكن ودورها في الحد من أزمة السكن في الجزائر (دراسة حالة ولاية ورقلة:1990-2019

Abstract

تعد أزمة السكن من أهم المشاكل التي تعاني منها المجتمعات المعاصرة ، خاصة الدول المتخلفة منها الجزائر ، بالرغم من أن هذا القطاع حظي بإهتمام خاص من طرف الدولة الجزائرية في صياغة سياستها العامة ، غير أن أزمة السكن لا زالت الشغل الشاغل الذي يلازم ملايين المواطنين نتيجة التغيرات التي طرأت على المجتمع من عدة نواحي ، إلا أن المشاكل التي عرفها قطاع السكن زادت من حدة الأزمة و جعلت المواطن الجزائري يتخبط فيها. ولذلك أقرت الدولة الجزائرية إستراتجية جديدة من خلال التنويع في الصيغ السكنية حسب طلبات مختلف شرائح المجتمع ، « السكنات الترقوية أو العقارية، والتي تكون في العادة مدعومة بنسب معينة من طرف وزارة السكن والعمران والمدينة ، أو تلك السكنات المجانية، وذلك عن طريق صيغ السكنات الإجتماعية الموجّهة للفئات الهشّة والضعيفة أو المعدومة الدخل » ، والتي يعتبرها الكثيرون أحد المكتسبات الاجتماعية الأساسية التي لا يمكن الاستغناء عنه، وتعتبر ولاية ورقلة كغيرها من ولايات الوطن شهدت عجزا في السكنات لأسباب متعددة

La crise du logement est l’un des problèmes les plus importants auxquels sont confrontées les sociétés contemporaines, en particulier les pays sous-développés d’Algérie, qui, bien que ce secteur ait fait l’objet d’une attention particulière de la part de l’État algérien, continue de préoccuper des millions de citoyens. La société est arrivée à bien des égards, mais les problèmes rencontrés par le secteur du logement ont exacerbé la crise et ont fait ployer le citoyen algérien. En conséquence, l’État algérien a adopté une nouvelle stratégie consistant à diversifier les formes de logement en fonction des demandes de divers segments de la société, «le logement ou le logement, généralement subventionné par certains pourcentages du ministère du Logement, de la Ville et de la Ville, ou de logements gratuits. Pour les groupes vulnérables, vulnérables ou appauvris»,ce que beaucoup considèrent comme l’un des avantages sociaux indispensables. L’État de Ouargla, à l’instar des autres États du pays, a connu un déficit de logements pour diverses raisons

The housing crisis is one of the most important problems facing modern societies, especially the underdeveloped state of Algeria. although the housing sector received special attention from the Algerian state in formulating its policy. However, the housing crisis continues to be a major concern for millions of citizens. As a rsult of changes is society in many respects. However , the problems experienced by the housing sector exacerbated the crisis and made the Algerian citizen flounder. Therefore, the Algerian state has adopted a new strategy through the diversification of housing forms according to the demands of the various segments of society, residential accommodation or real estate which is usually subsidized by certain percentages of the Ministry of Housing, Urbanization and the City, or free housing, , through the form of social housing targeted at vulnerable groups, weak or –non-income ,wihch many consider to be one of the basic social gains that can not be dispensed with-the state of Ouargla, like other states of the country, has exprienced a shortage of housing for several reasons
