Abstract: This study aimed to spotlight the reasons for the widespread poverty phenomenon in The Algerian society, given that this phenomenon is one of the most serious social problems that concern all countries, whether advanced or underdeveloped, and this study also aims to try to identify the methods followed by the Algerian state and how effective it is to limit the spread of this phenomenon, especially since its spread is linked to the spread of social crimes such as theft, bribery, forgery, murder ... etc. To conduct this study, the field research method was used, where we relied on the interview as a tool for data collection, conducted with an intentional sample of families in the city of Tebessa with a number of 20 families carrying the characteristics of the studied phenomenon; the study reached a set of results that we summarize in the following: 1- The domination of the bureaucratic organization on the various institutions, which negatively affects the promotion of investment initiatives and suffocating all the proposed projects to fight poverty. 2- Failure to encourage the private sector to support anti-poverty programs at the local and national levels, and this may be brought through spreading a social responsibility culture.3- Lack of transparency in housing adopted policies, which may be more aware and open to the various social strata. 4- The failure of programs and strategies to provide employment, housing and also assistance to the No- Income is due to two factors: Firstly, the irrational management of programs through the state's follow-up of supplies and aid, which led to the lack of access to those who deserve them, and secondly the needs enormity. 5- The strategies adopted by the Algerian state were not effective, because they were unclear programs and their results were temporary, as they were not related to the goal of reducing poverty in the context of comprehensive development, but rather were patchy policies in the first place
