دور المؤسسة العسكرية في عملية الإنتقال الديمقراطي بالجزائر سنة 2019

Abstract

ملخص الدراسة: تهتم هذه الدراسة بمعرفة دور المؤسسة العسكرية في عملية التحول السياسي في الجزائر 2019، و ذلك من خلال طرح الإشكالية الآتية: كيف ساهمت المؤسسة العسكرية في الإنتقال الديمقراطي؟ و للإجابة على هذه الإشكالية إستخدمنا المنهج الوصفي و منهج تحليل المضمون، والإقتراب النسقي واقتراب العلاقات العسكرية المدنية، من خلال تسليط الضوء على أسباب و سيرورة الحراك الشعبي، و مظاهر تدخل المؤسسة العسكرية فيه التي استنتجناها من خطابات قائد الأركان التي كان يلقيها منذ بداية الحراك و التي كان لها التأثير الأكبر في مجريات الأحداث و أحدثت المنعرج الحاسم فيه من خلال وقوفها ضد النظام القديم و تأييدها للمطالب الشعبية. كما تطرقنا أيضا لكيفية إعادة بناء المؤسسة العسكرية للنظام السياسي من جديد، و كذا تقييم دورها في الإنتقال و التحديات التي ستواجهها مستقبلا، حيث توصلت الدراسة إلى أن المؤسسة العسكرية ساهمت في حل الأزمة الجزائرية من خلال إختيارها للحل الدستوري و حمايتها للمتظاهرين.

This study inteterested to know the role of military institution in politic transition in algeria 2019 throught posing the problematic : how did the military establishment contribute to democratic transition,and to answer about this problematic we used descriptive methodology, content analysis methodology, modular approach and civilian military relations approaching, by highlihgting the couses, the process of the popular movement and manifistation of military establishment intervention in it, that we concluded from the letters of the chief of staff which was appropriate since the beggining of the popular movevement which has the greatest impact in the course of events,and made a decisive turn on it by standing against the old regime and supporting popular demands.we also descussed how the military establishement rebuild the political system again.and evaluat its role in transition and challengs that will faced in future.where the study found that the military establishement has participate contributed to solving the demonstration.

Abstrait: Cette étude a intentèrent de connaître le rôle de l’institution militaire dans la transition politique en Algérie 2019 Pensée posant le problème: comment l’establishment militaire a contribué à la transition démocratique, et pour répondre à cette problématique, nous avons utilisé la méthodologie descriptive, méthodologie d’analyse de contenu, approche modulaire et les relations militaires civiles approchant, en highlihgting les bobines, le processus du mouvement populaire et la manifistation de l’intervention de l’établissement militaire en elle , que nous avons conclu à partir des lettres du chef d’état-major qui était approprié depuis le début de la movevement populaire qui a le plus d’impact au cours des événements, et a fait un tour décisif sur elle en se tenant contre l’ancien régime et en soutenant les revendications populaires. on a également decussés comment l’établissement militaire reconstruire le système politique à nouveau.et d’évacuer son rôle dans la transition et les challenges qui feront face à l’avenir. Hère l’étude a constaté que l’établissement militaire a participé contribué à résoudre la démonstration
