دور المصالح الخارجية للميزانية العامة في ترشيد نفقات البلدية

Abstract

ملخص المذكرة : إن ترشيد النفقات وعقلنتها يتطلب الالتزام بالفعالية في تخصيص البلدية لمواردها وكفاءتها لاستخدام أمثل ومدروس بما يوجه تلك الموارد العامة وينشأ عنها مزيج من المخرجات تتفق مع تفضيلات وأولويات أفراد المجتمع ، وانتهاج سياسة رشيدة واستعمال عقلاني لتلك الموارد يحقق لنا أكبر عدد من المشاريع التنموية بأقل التكاليف وتقديم خدمات مرفقية نوعية للمواطنين. تسعى المصالح الخارجية للميزانية العامة على المستوى الإقليمي والجهوي ضمان تنفيذ ميزانية البلديات بخلق ونشر واستغلال المناصب المالية وترسيم مشاريع التجهيز العمومي من خلال تطبيق ترسانة من النصوص القانونية والتنظيمية، وهذا من أجل تحقيق الاستقرار المالي المحلي والحد من تبذيره وإسرافه.
