The dialectic of food security and political and social stability in Algeria

Abstract

تطرق هذا المقال إلى الأمن الغذائي الجزائري في ما يخص تمويل عملية التغذية من عائدات المحروقات ، هذه الأخيرة التي تعتبر المصدرالأساسي للأموال الموجهة لإستيراد السلع الإستراتيجية الغذائية ، مما يعرض الأمن الغذائي في الجزائر للإنكشافية كلما عرفت الأسعار الدولية للمحروقات تدهورا مما يحتم إيجاد بدائل عاجلة لحل مشكل الإنكشافية هذا . وقد عرفت الجزائر عدة تقلبات وأزمات تغذوية مثل تلك التي حدثت نهاية الثمانينات وعجلت بدخول البلد في موجة عنف ، أو تلك الأزمة التي تعرف بأزمة الزيت والسكرفي 2011 ، أو الأزمات المتتالية التي تعرفها السلع الإستراتيجية واسعة الإستهلاك كالحليب والقمح وغيرها. ومهما تعددت التفسيرات والسياسات المتبعة فإن إرساء إستراتيجية جزائرية تغذوية محكمة أصبح أكثر من ضرورة. Abstract: This article deals with the Algerian food security in terms of its attachment in terms of financing the feeding process from the revenues of hydrocarbons, the latter which is the basic source of funds destined for the import of strategic food commodities, which exposes food security in Algeria to vulnerability whenever international fuel prices are known to deteriorate, which necessitates finding urgent alternatives for a solution. This vulnerability problem, Algeria has known several fluctuations and nutritional crises, such as the one that occurred at the end of the eighties and precipitated the country's entry into a wave of violence, or that crisis known as the oil and sugar crisis or the successive crises defined by strategic commodities such as milk. No matter how many interpretations and policies are followed, the establishment of a nutritional strategy in place has become more than necessary.
