Abstract: The principle of caution is one of the most important legislative foundations for facing environmental problems, and it has evolved for the legislator to rely on in dealing with health crises, especially those caused by pandemics that medicine sometimes fails or takes a long time to find the appropriate treatment for them which threatens the public health safety, and to reduce the scale of the disaster and stop the spread of the infection, the legislation enters within the precautionary principle to put some restrictions in the form of a set of preventive measures taken with the aim of reducing some of the daily practices that individuals are accustomed to during the normal life
